You will serve as a HR SPECIALIST (RECRUITMENT/CLASSIFICATION in the Commanding Officer, Command Operations Department, Human Capital Division of FLEET READINESS CENTER SOUTHWEST.
Duties
You will work with the management to design, develop, implement and track both activity and HR strategic/business plans to recruit, develop and retain the talent needed to accomplish the assigned mission.
You will review past recruitment practices and local labor market conditions to advise on future staffing strategies.
You will provide strategic recruitment advisory services (i.e., determining the where, how and means to find talent) to management officials.
You will apply a thorough understanding of classification principles and concepts to interpret and apply classification standards/guides to reach sound classification decisions.
You will analyze, develop and administer organizational design and position management to enhance the efficiency and performance of organizations.
Requirements

Qualifications
GS-11: I have one year of Human Resource Specialist experience equivalent to the next lower grade level (GS-9) or pay band in the federal service or equivalent experience in the private or public sector applying the full range of human resources theories, principles, laws, rules and regulations to assist management in designing, developing, and implementing HR strategic plans to recruit, develop and retain the talent needed to accomplish the assigned mission. I have experience reviewing past recruitment practices and local labor market conditions to advise on future staffing strategies. I also have experience applying an understanding of classification principles and concepts to interpret and apply classification standards/guides to reach sound classification decisions. Examples of specialized experience include: 1.) Apply position classification standards to positions to ensure accuracy of pay plan, series, grade and titling. 2.) Reviewing pay/recruitment actions for accuracy, applying methods, principles, and practices used in the recruitment and placement process to advise on types of appointments and their appropriate application in both the competitive and excepted service. 3.) Utilizing data base systems such as, DCPDS and USA Staffing.
GS-12: I have one year of Human Resource Specialist experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector applying the full range of human resources theories, principles, laws, rules and regulations to assist management in designing, developing, and implementing HR strategic plans to recruit, develop and retain the talent needed to accomplish the assigned mission. I have experience reviewing past recruitment practices and local labor market conditions to advise on future staffing strategies. I also have experience applying an understanding of classification principles and concepts to interpret and apply classification standards/guides to reach sound classification decisions. Examples of specialized experience include: 1.) Provide technical advice and assistance to managers and operational personnel in resolution of both routine and difficult staffing problems. 2.) Advises hiring managers on effective recruitment strategies and hiring options for filling Federal civilian positions in accordance with regulations, guidance, policies and procedures, and the unique staffing needs of the organizations served. 3.) Executes recruitment, reassignment, and other personnel actions for assigned organizations. 4.) Applying Office of Personnel Management position classification standards to positions to determine pay category, series, grade, and title. 5.) Utilizing data base systems such as, DCPDS and USA Staffing.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: For
the GS-11 you may also qualify based on:
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher-level graduate education leading to such a degree.
or
LL.M., if related
or
A combination of experience and graduate education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience equal one hundred percent.
