This position in located within the Planning and Evaluation (PEH) organization of Energy Efficiency (PE), Power Services (P), Bonneville Power Administration (BPA).
A successful candidate in the Policy Specialist position will serve as a lead policy development, implementation, and revision for the Energy Efficiency organization.
Duties
As a Policy Specialist, you will:
Develop, lead and facilitate internal and external policy review and development processes to develop and revise BPA's Energy Efficiency policies.
Facilitate dialogue on policy issues at all levels, from executives to staff, develop and vet policy alternatives and pros and cons, respond to external comments.
Facilitate internal and external policy forums with diverse stakeholders, including executives, staff, general managers, regional government representatives and constituent groups.
Provide guidance on policy interpretation and/or to determine whether a policy requires revision or development.
Lead the use of the agency decision process when making recommendations which includes determining objectives, identifying risks, developing alternatives, developing decision criteria and evaluating alternatives.
Assemble cross-agency team(s) as appropriate to bring policy issues to resolution.
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS
A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-12 in the Federal service.
Specialized experience for this position is defined as: Experience working with internal and external stakeholders to develop policies and processes to maximize the value of energy efficiency programs, and coordinating with internal and external stakeholders on the implementation of energy efficiency policy and processes.
