The primary purpose of this position is to improve the quality, efficiency, and effectiveness of Psychiatry and Mental Health Service and programs necessary to achieve the highest level of patient care. The incumbent will direct administrative functions, including human resources management, budget and finance, quality management, time and attendance, credentialing, privileging, travel, and education.

Duties

Consultation/Long-Range Planning Develops both long and short-range policies and plans for the organization by coordinating the administration needs of Psychiatry and Mental Health Service for the medical center. Taking the initiative to identify needs and potential issues/concerns and devising flexibilities in operations and constructive, cost-effective approaches to the resolution of problems. Participates in the formative stages, in overall service managerial planning. Serves on various facility strategic planning committees. Participates in the analysis and interpretation of workload and other data used in resource planning. Develops recommendations for Psychiatry and Mental Health Service officials and supervisors and strives to have viable recommendations accepted by operating components. Supervision and Administration Duties Discusses, investigates, and responds to employee grievances and dissatisfactions in order to resolve conflicts. Represents management at labor management meetings, provides information, and resolves conflicts and/or problems that may arise and assures management officials are familiar with the negotiated agreement. Incumbent listens to problems and concerns of service employees and helps when possible or secures the advice from Personnel Services. Coordinates and participates in disciplinary actions and responds to appeals and grievances. Attends hearings when requested. Compliance Activities Assists with coordination of quality assurance activities for the Service, which includes preparation for quarterly, semi-annual, annual, and unannounced audits/surveys of patient care and internal control plans. Works with the Group Practice Manager, the Service Chief, and the Office of the Chief of Staff to define audit topics and criteria; reviews the documentation of the audits to insure adherence to Joint Commission, SOARS, OIG, VISN-Readiness, and Medical Center guidelines. Ensures appropriate follow-up action is taken to remedy any deficiencies identified. The incumbent proactively identifies section-specific topics, assists with establishing audit methodology, analyzes the results, and, with the approval of the Group Practice Manager and Service Chief, initiates action plans as needed. The incumbent provides detailed input to the Group Practice Manager to ensure that status reports on all of the above quality assurance activities are reported to Medical Center officials. Budget Administration and Purchasing of Equipment and Consumables Develops and maintains an awareness of available resources and makes recommendations to upper Service Level management regarding needs, distribution, or redistribution of these resources. Assembles and compiles budget information and maintains running account of funds allocated. The super-user for the service equipment request portal. Develops procedures and systems for establishing, operating, and assessing the effectiveness of administrative control systems. The incumbent also analyzes extracts, summarizes, and identifies significant trends and issues. Work Schedule: 8:00am - 4:30pm Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/15/2023 Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: coordinating and assisting with service level educational/operational programs and policies, participating in quality assurance activities, having leadership experience in improving service level quality, providing efficiency and effectiveness of health care by integrating clinical and information processes in a health care environment. Providing cost-effective approaches to the resolution of problems, participating in overall service managerial planning, serving on various facility strategic planning committees. Orienting and leading new staff, providing oversight of service level control points, etc. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required, to include helping within the various departments within the service. This will require the incumbent to work away from their desk.
