You will serve as a PROGRAM ANALYST (TOA CONFIGURATOR) in the EXPEDITIONARY DIVISION of NAVFAC OSF.
Duties
You will develop and modify TOA dataset designs and provide alternative analysis to support a customer's requirements documents and the design criteria.
You will provide updates to current TOA datasets and perform continuous analysis of TOA datasets to ensure EXMIS efficiencies.
You will apply holistic approach to TOA component design to facilitate commonality across TOAs to meet capability requirements.
You will facilitate participation in the process by systems and material subject matter experts to identify materiel solutions to include the solution itself and its associated management requirements.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing data management system to manage life cycle of an allowance list; 2) Utilizing database constructs and hierarchical relationships to assemble pre-designed capabilities into an allowance list; 2) Applying requirements and risk analysis processes to develop an allowance list 3) Developing a project plan, estimating level of effort to carry out the plan and tracking changes to plan over time to ensure objectives are accomplished; 4) Preparing acquisition reports including technical, financial, or scheduling information; reports explaining risk position to support decision making 5) Developing concise briefings, presentations and technical reports to facilitate data exchange and support decision making; and 6) Conducting analysis and preparing recommendations to address and ensure data quality.
