This position is in the Environmental Management Section (EMS) of Facility Management Service at Orlando VA Medical Center. The incumbent manages and monitors programs and procedures for quality improvement and desired results. The incumbent is assigned to committees, responsible for maintaining documentation, and serves as ADPAC and PIV Sponsor. The incumbent assists in planning and reviewing operations and is responsible for data analysis, report generation, and operational technical support.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/22/2023. For the GS-04 level: There is no Time-In-Grade Requirement. You may qualify based on your experience and/or education as described below: General Experience: One year of progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled. Experience includes but is not limited to: Typing, copying, faxing, filing; receipt and distribution of mail; receiving and screening visitors and telephone calls; determining nature of a caller or visitor's request for proper referral; scheduling; record maintenance; timekeeping; document preparation, development, and procurement; drafting and reviewing correspondence for content, grammar, spelling, capitalization, punctuation and format, etc. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 2 years of education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an appropriate combination of general experience and education beyond the first year (30 semester hours) of post-high school education. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation. For the GS-05 level: There is no Time-In-Grade Requirement. You may qualify based on your experience and/or education as described below: Specialized Experience: One (1) full year of specialized experience related to this position equivalent to at least the GS-04 grade level in the Federal Service. Experience includes but is not limited to: Typing, copying, faxing, filing; receipt and distribution of mail; receiving and screening visitors and telephone calls; determining nature of a caller or visitor's request for proper referral; scheduling; record maintenance; timekeeping; document preparation, development, and procurement; drafting and reviewing correspondence for content, grammar, spelling, capitalization, punctuation and format; provide routine/procedural information; collecting, auditing and analyzing data; planning and coordinating clerical and admin work; interpreting and adapting guidelines; etc. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 4 years of education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an appropriate combination of general experience and education beyond the second year (60 semester hours) of post-high school education. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation. Time-In-Grade Requirement for GS-06: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Technical knowledge in various VISTA packages and Fileman; analyzing and tailoring program management strategies/techniques; developing reporting procedures, techniques, and measurements; troubleshooting and taking corrective action; collecting, auditing and analyzing data; writing policies and procedures; training staff; coordinating and monitoring budget and accounting information; verifying contract compliance; purchase card duties; PIV Card Sponsor, etc. You will be rated on the following Competencies for this position: Administration and ManagementComputer SkillsOrganizational StewardshipPlanning and Evaluating Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Physical demands require walking, sitting, bending, and lifting items not over 50 lbs. The incumbent may be required to perform duties at various campuses (Brevard, Kissimmee, Sanford, and Orlando). Work Environment: The work performed is primarily in an office setting. However, visits to various sections will be required, often exposing the incumbent to patients and clinical settings.
