This is a non-bargaining unit position.

Duties

This position is located within the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Office of the Chief Financial Officer (OCFO), Office of Financial Management (OFM). The primary purpose is to serve as Chief of Staff to the OFM Executive Director, providing management advisory services regarding all phases of the OFM responsibilities within the Office of Financial Management. Typical work assignments include: Ensuring all program managers and employees carry out decisions made by the Executive Director, and that all projects are completed and submitted in accordance with the suspense date; Analyzing current business line processes and recommending solutions to implement effective best practices, streamline and improve operations, and optimize customer service; Formulating and recommending plans to improve program policies, practices, methods, and organizational structure; Designing and conducting a wide variety of comprehensive studies and detailed analysis of complex functions and processes related to long range planning; and Participating in the development of long and short-range planning efforts, reviewing resource projects, priorities, and justifications, making recommendations and providing advice on the impact of the planning within existing resource levels.

You qualify for the GS-15 grade level if you possess one (1) year of specialized experience at the GS-14 grade level or equivalent performing duties such as: Developing and recommending strategies to improve financial management and reporting program policies, practices, methods and organizational structure; Planning, conducting, and leading evaluations to determine the effectiveness of controls over financial reporting; Directing a team and/or task force across organizational lines ensuring mission objectives are accomplished; and Analyzing financial information for the purpose of recommending and developing efficient use of resources to provide strategic recommendations and maintain solutions to business and financial problems.
