Duties

You will perform financial analyst responsibilities for various programs within the Maritime Warfare Control Systems Division (H2O). You will be responsible for assisting the Program Managers, Task Managers, Sponsors, the Division business financial manager (H20), and other employees by providing a broad range of business financial management services for various Branches. You will facilitate budget development and submittal, accept or reject incoming funding documents, and assign funds to network activities based on the projects budget. You will manage government planned labor and non-labor in comparison to actual costs, initiates funding to government and contractor agencies for services and materials. You will coordinate fiscal year close-out and start-up and keep up to date with changes and revisions in Division and DoD financial management policies and procedures. You will monitor status of commitments, obligations, and expenses and ensure budget categories are executed according to plan. You will develop and present summary reports, conduct trend analysis, and develop budget projections.

• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

For the NT-04 pay band: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the NT-03 (GS-09/10 equivalent) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: evaluating financial information to identify and resolve financial anomalies and develop recommendations to improve or support a business office. For the NT-03 pay band: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the NT-02 (GS-05 through GS-08 equivalent) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: utilizing Microsoft Office or financial system software to evaluate financial data and develop reports to support a business office. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

For the NT-04 pay band:

• Successful completion of a Ph.D. or equivalent doctoral degree; OR
• Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree; OR
• Successful completion of an LL.M. degree that is related to the position being filled; OR
• A combination of experience and graduate education as described above that equates to one year of experience. ?

For the NT-03 pay band:

• Successful completion of a master's or equivalent graduate degree; OR
• Successful completion of two full years of progressively higher graduate level education leading to a master's degree; OR
• Successful completion of an LL.B. or J.D. that is related to the position being filled; OR
• A combination of experience and graduate education as described above that equates to one year of experience.
