You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST in the COMPTROLLER, ACCOUNTING DIVISION (N01FE) of COMNAVAIRLANT.

Duties

You will identify and solve budgeting issues such as formulation of budget estimates and funding obligations for programs. You will track and process reimbursable cost transfers, funds status, and other accounting and billing expenditures as necessary. You will identify, analyze and conceptualization budgetary problems and development of alternative solutions. You will coordinate the resolution of financial problems identified during surveys, reviews, assessments or evaluations. You will perform cost-benefit analysis to recommend, defend or justify funding decisions.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level XXXX certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

To qualify for the SUPERVISORY FINANCIAL MANAGEMENT ANALYST, GS-0501-12, your resume must demonstrate at least one full year (52 weeks) of specialized experience equivalent to the level of difficulty and responsibility to that of the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience researching and interpreting budget policies, precedents, procedures, and regulations to develop budget estimates and budget requests. Experience performing and advising on accounting, budget, and other related financial management work. Experience planning, distributing, coordinating, and monitoring work assignments of others. Experience using identification, analysis and conceptualization of budgetary problems and development of alternative solutions. Experience utilizing supervisory/management principles, practices and procedures to lead, motivate and counsel employees. Experience in budget formulation involving the preparation of detailed analysis of annual and/or multi-year budget estimates into consolidated budget requests. Specialized experience must demonstrate the following: Experience applying accounting theories, principles, practices, techniques and their applications; Experience working with financial and accounting systems, policies and procedures imposed by financial control agencies; Experience performing and/or advising on work in any of the phases or systems of budget execution. Experience researching and interpreting budget policies, precedents, procedures, and regulations to develop budget estimates and budget requests. There are no educational substitutions for specialized experience for GS-12.

GS-11:
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Successful completion of a Ph.D. or equivalent doctoral degree
OR
Successful completion of three full years of progressively higher level graduate education leading to such Ph.D. degree.
OR
Possession of a LL.M. that is related to this position being filled.
OR
A combination of experience and graduate education as described above that equates to one year of experience.
