You will serve as a FINANCIAL MANAGEMENT ANALYST in the Financial Improve Audit Readiness Division of COMMANDER US FLEET FORCES COMMAND.

Duties

You will incorporate financial data input into various briefs or products. You will initiate corrective actions on audit notifications, findings and recommendations found within financial business segments. You will apply concepts of financial statement assertions, financial reporting objectives, testing of internal controls and provide key supporting documents in support of audit readiness. You will develop and maintain strong business relationships with both internal and external customers. You will analyze and evaluate financial management accounting systems (STARS, SABRS, N-ERP), public laws, governing policies, guidelines, rules, regulations, and precedents. You will ensure the accuracy of financial data; detect inconsistencies in processing and management reports; and improve internal controls.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

FOR THE GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience performing budgetary planning, analysis, and formulation for a program, and providing financial management analysis and advice in support of program management and resource planning. Experience analyzing financial data to advise managers on Audit deficiencies as well as recommendations for Audit improvement. Experience applying financial analysis principles, concepts and practices to a wide variety of complex issues associated with gathering and analyzing data. FOR THE GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience formulating budget and estimates and utilizing an automated financial system to analyze and report on obligations and expenditures. Experience assisting performing a variety of other fiscal, accounting, or financial management duties and responsibilities. Experience incorporating Financial Improvement and Audit Readiness (FIAR) methodology in ensuring compliance and reporting requirements towards achieving audit readiness. Education

FOR THE GS-11:
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Successful completion of a Ph.D. or equivalent doctoral degree
or
Successful completion 3 full years of progressively higher level graduate education leading to such a degree
or
Possession of a LL.M., if related
or
A combination of experience and graduate education as described above that equates to one year of experience
