The selectee of this position serves as a Program Manager (Deputy Assistant Director) responsible for managing, administering, and executing the development, implementation, and operation of programs, policies, and procedures for the administrative offices and branches within the Prisoner Operations Division (POD).
This position is located in the Prisoner Operations Division / Arlington, VA.
Duties
As a Program Manager (Deputy Assistant Director) at the GS-0340-15 grade level, some of your typical work assignments may include, but are not limited to, the following:
Supervise a team of administrative management professionals.
Oversee the Prisoner of Operations (POD) day-to-day activities and ensures adherence to all applicable Federal, DOJ, and USMS requirements.
Oversee the management and planning of long range plans for detention programs.
Perform work involving the analysis of the economic impact, feasibility, practicality, and effectiveness of existing and/or proposed standards, regulations, programs, and policies.
Supervise the coordination of the annual program plans and budget proposals and projections.
Oversee the management and administration of large, complex procurement contracts and provides guidance.

Requirements
- Must be a U.S. Citizen or National.
- Must pass a pre-employment drug screening and background investigation.
- Must be able to obtain and maintain a Top Secret security clearance.
- This is a Testing Designated Positions (TDP) and is subject to random drug testing.
- May be required to successfully complete a supervisory probation period.
- Status Candidates must meet time-in-grade requirements (52 weeks at the next lower grade level).

Qualifications
TIME-IN-GRADE REQUIREMENTS: Merit Promotion and Veterans Employment Opportunity Act (VEOA) Status applicants must provide an SF50 Notice of Personnel Action that indicates proof of status and time-in-grade eligibility. The SF50 must include the position, title, series, grade, step, tenure, type of service (Competitive or Excepted) and career status (career or career-conditional). No award SF50 will be accepted as proof of status and time-in-grade eligibility.
One year at the GS-14 grade level is required to meet the time-in-grade requirements for the GS-15 grade level.
MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the education and/or experience required for the grade level(s) to which you apply.
To qualify at the GS-15 grade level, you must meet the following:
Specialized Experience: Experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. You must have at least one year (12 months) of specialized experience equivalent to at least the GS-14 grade level in the Federal service performing the following duties:
Performing a variety of supervisory functions such as identifying training opportunities for subordinate staff, interviewing and hiring new employees, assigning work, and/or evaluating employee performance;
Providing policy and program analysis and reports to advise senior leaders of actions that align with organization mission;
Managing appropriated funds including coordinating budget proposals and projections; and
Developing and coordinating policy and procedures for national programs.
