About the Position: Works under the Mission Support Directorate Director within the United States Army Information Systems Engineering Command (USAISEC). The supervisor provides broad guidance and program objectives. Independently takes appropriate actions in planning and executing work required to accomplish the objectives. Uses guidance and regulations in developing and establishing policies and procedures for carrying out program functions.
Duties
Performs all aspects of the planning, programming, analysis, formulation and execution of program and budget requirements for specific, assigned, Operations and Maintenance, Army (OMA) Direct and reimbursable Programs.
Assesses, integrates and prioritizes all OMA direct programs in support of opportunities to promote and defend USAISEC?s programs and to compete for funds and manpower in various venues and Program Objective Memorandum (POM) cycle reviews.
Researches and reviews documents such as Program and Budget Guidance (PBG), budget estimates, POM, and program descriptions in order to assess the realistic capability of the Command to provide the Army's strategic communications desired/requested.
Develops, formulates and prepares guidance for use in preparing Command OMA Direct and reimbursable programs, forecasts of awards and accomplishments.
Reviews, evaluates and interprets policies and directives from DA policies, HQ AMC, and CECOM program guidance, procedural instructions, and coordinates these with the Command?s directorates.
Develops policies and procedures to be implemented by subordinate directorates with respect to reporting of OMA Direct actions IAW Army regulations.
Participates and assists in the planning, preparation, development, and justification of the annual budget estimate and Program Operating Memorandum (POM) required for assigned areas.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance.
- Temporary Duty Travel (TDY) is required up to 25% of the time.

GS-12 Specialized Experience: One year of specialized experience which includes contributing to the development of program and budget requirements for an organization AND assisting in the implementation of program guidance related to budgetary requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
GS-13 Specialized Experience: One year of specialized experience which includes developing program policy/procedures and budget requirements for an organization AND implementing program guidance to ensure budgetary requirements are fulfilled. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
