You will serve as a Financial Management Analyst of CNSSC FLD DET MECH PA.

Duties

You will perform and/or advise on work in any of the phases or systems of budget administration. You will analyze and recommend costs and benefits of alternative methods of financial management of organization's programs and administrative operations; implementing legal and regulatory controls over approved budgets. You will provide advice on effective and efficient methods for the acquisition and use of funds to support the organization's programs and activities. You will perform research, analysis, and interpretation of how new and revised financial policies impact an organization. You will conduct performance and financial reviews and validation testing.

Requirements

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level 2 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26

Qualifications

GS-12 Your resume must demonstrate at least one year of Financial Management Analyst specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector applying a knowledge of budgetary and financial policies, procedures, and regulations. I have experience identifying, analyzing and resolving a range of financial and budgetary problems such as the development of alternative methods of funding; formulation of budget estimates for programs; and adjusting financial policies in which requirements have changed. Specialized experience must demonstrate performing the following duties: 1) Analyzing and recommending costs and benefits of alternative methods of financial management of programs and administrative operations; 2) Interpreting budgetary/accounting policies and practices to resolve technical and operational problems with retail procurement procedures; 3) Presenting and defending budget reports and estimates to senior leadership; 4) Establishing, monitoring, and validating financial management commitments and obligations. GS-11 Your resume must demonstrate at least one year of Financial Management Analyst specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector applying knowledge of budgetary and/or financial policies, procedures, and regulations. I have experience identifying, analyzing and resolving a broad range of financial and/or budgetary problems such as development of alternative methods of funding; formulation of budget estimates for programs in which funding requirements have changed. Specialized experience must demonstrate performing duties such as the following: 1) Analyzing and recommending costs and benefits of financial management of programs and administrative operations; 2) Interpreting budgetary/accounting policies and practices to resolve routine technical and operational problems; 3) Presenting budget reports and estimates to senior leadership; 4) Establishing, monitoring, and validating financial commitments and obligations. In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS-11 SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position: possess a Ph.D. or equivalent doctoral degree, LL.M, or have completed three full years of progressively higher level graduate level education leading to such a degree. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.GS-11 COMBINATION OF EDUCATION AND EXPERIENCE: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements.
