You will serve as a Engineer or Scientist in the RESEARCH & DEVELOPMENT GROUP/SPECTRUM WARFARE DEPT/MULTI-SPECTRAL EW SYS DIV/INTEGRTD SYS BRANCH of NAVAIRWARCENWPNDIV POINT MUGU.

Duties

You will provide strategic guidance and technical leadership in the planning and execution of laboratory and open-air Electronic Warfare (EW) research, test, and experimentation efforts on behalf of OUSD, SCO, DARPA, TRMC, and other sponsors You will serve as a technical subject matter expert in Electronic Warfare approaches/techniques while corresponding with high-levels of leadership and working in multi-level security environments. You will manage the development and integration of hardware-in-the-loop threat simulators and technique generators within a high-fidelity virtual RF environment You will generate proposals and perform outreach to potential sponsors/customers across the DoD to inform experimentation and test activities. You will manage projects technically and programmatically to execute within scope, schedule, and budget. You will create strategic partnerships and collaborative efforts across the Department, Command, and DoD organizations.

Qualifications

In addition to meeting the Basic Education Requirements: Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12/13) or pay band (DP-04) in the federal service or equivalent experience in the private or public sector as a Professional Engineer or Scientist in order to perform the duties of the Interdisciplinary Engineer/Scientist. Specialized experiences must include some or all of the following: 1. A strong technical background in Electronic Warfare, Radio Frequency (RF), and high performance computing systems; 2. Proficiency in programmatic and technical project management while corresponding with high-levels of leadership; 3. Extensive experience working at high levels of security; 4. managing contracts, such as serving as a Technical Point of Contact; developing contract strategies; generating Statements of Work and Independent Government Cost Estimates; and reviewing/creating financial/performance reports; 5. Subject matter expertise in the fields of electronic attack, cyber approaches, techniques development, intelligence research, and integrated air defense systems. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

This series includes professional positions which primarily involve the application of, or research into, computer science methods and techniques to store, manipulate, transform or present information by means of computer systems. The primary requirements of the work are (a) professional competence in applying the theoretical foundations of computer science, including computer system architecture and system software organization, the representation and transformation of information structures, and the theoretical models for such representations and transformations; (b) specialized knowledge of the design characteristics, limitations, and potential applications of systems having the ability to transform information, and of broad areas of applications of computing which have common structures, processes, and techniques; and (c) knowledge of relevant mathematical and statistical sciences.

Basic Requirements:

At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. and integral calculus.
