The primary purpose of this position is to serve as attorney advisor to investigate, adjudicate and settle or defend tort claims and assert tort claims arising under a multitude of tort theories that give rise to potential liability and recovery worldwide.
Duties
1. Responsible for the independent investigation, adjudication and settlement of multi-million dollar tort claims and third party medical claims for and against the United States under the Military Claims Act (MCA), Federal Tort Claims Act (FTCA) and other statutes.
2. Has primary responsibility as subject matter expert to the field.
3. Provides substantial high quality litigation support to Department of Justice attorneys and Assistant United States Attorneys in all 50 states in defense of multimillion dollar, complex and often, precedent-setting lawsuits filed in U.S District Courts for and against the Air Force.
4. Has primary responsibility to provide comment on behalf of the Air Force pertinent to all proposed claims and tort-related legislation.

- Work may occasionally require temporary duty travel away from the normal duty station on military or commercial aircraft

- Must be able to obtain and maintain a Secret Security Clearance

Qualifications
GENERAL REQUIREMENTS:
You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD). NOTE: You must submit a copy of your transcripts.
In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. On-line information is allowed as long as it shows that you are in "active" status.
In addition to the above requirement: Professional legal experience in excess of three (3) years that is commensurate with the duties and responsibilities of the position, such as: Research and respond to difficult legal questions and methods of research, analyzing, interpreting, and applying Federal and State laws, regulations, policy directives, contracts, and other legal instruments; Examine, interpret, and advise on cases, instruments, directives, and makes recommended improvements or reversal of any adverse trends with attention to high risk/problem prone areas of adjudication; Provide legal advice on high-level inquiries, proposed legislation, policies, and regulations where a legal or legal related issues is involved; Develop solutions to problems involving highly intricate legal, factual, and political questions, and provides correct, practical legal advice and services in a timely manner.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Graduate of an accredited law school and admitted to and be a member in good standing of a bar of a state or the District of Columbia and have extensive experience in tort law.
2. In-depth knowledge of the FTCA, MCA and other federal tort claims statutes, as well as related statutes, regulations and case law applying or interpreting the Acts; In-depth knowledge of tort law topics such as motor vehicle laws, premise liability laws, workers compensation statutes, landlord/tenant law, insurance laws, recreational use statutes, dram shop statutes, the Federal Employees Compensation Act, the Longshore and Harborworkers' Compensation Act, and the U.S. Government Car Rental Agreement; AND In-depth knowledge of Federal Rules of Civil Procedure and litigation techniques necessary for the defense of the Air Force in judicial forums.
3. Ability to investigate, effectively evaluate and appropriately settle or defend extremely complex, multimillion dollar tort claims. Must understand medical terminology and be able lo work with medical experts; AND Ability to prepare litigation reports discussing evidence and legal issues and to propose answers to complaints, to draft pleadings, motions and other documents that are filed in Federal District Court on behalf of the United
States.
4. Tort litigation skills and ability to analyze complaints, motions, and related pleadings to determine applicable law, strengths and weaknesses of the case, courses of action to pursue, and the best possible defense of Air Force interests.
5. Ability to lead other attorneys responsible for handling tort litigation or for providing advice on tort law topics; AND Ability to establish work priorities and delegate tasks.
6. Skill in effective written and oral communications.

Education
Must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth. The attorney must maintain such bar membership in at least one jurisdiction during the entire course of employment with the Air Force.
