This National Guard position is for a HUMAN RESOURCES SPECIALIST (EMPLOYEE BENEFITS), Position Description Number T509500A and is part of the PA Human Resources Office Army, National Guard.

Duties
As a Human Resources Assistant, you will provide technical assistance in executing the employee relations program. Provide specific advice and guidance to supervisors, managers and employees on a variety of employee relation's matters, to include resolving minor employee problems. Conduct fact-finding investigations, research pertinent guidance to assist in problem resolution, and respond to inquiries regarding requirements of proposed actions. Advise on non-controversial issues, such as regulatory and procedural authorities relating to performance and performance-ratings, disciplinary problems, employee dissatisfaction, indebtedness, work habits, unexcused absences, and provides guidance on alternatives and possible solutions. Explain provisions of employee benefits and services programs, to employees and supervisors on matters relating to Workers' Compensation such as determination reassignments and light duty. Coordinates with Department of Labor as necessary. Perform other duties as assigned.
As a Human Resources Specialist, GS-0201-09, you will assist in administering the performance management program within the state to include state level procedures and appraisal system. Provide advice and assistance to supervisors and managers on preparation of performance standards and appraisals. Explain employee options if dissatisfied with performance rating. Provide technical guidance to Review and Appeals Boards, managers, and supervisors relative to the appraisal system. Review performance standards and appraisals for regulatory compliance. Monitor the timely submission of performance appraisals and records delinquencies. Serve as Executive Secretary for the employee recognition awards program. Assist in developing and providing managers and supervisors with guidance on program procedures. Maintain a tracking system to evaluate and provide management with reports of statistical information pertaining to status, financial impact, types and numbers of awards. Provide guidance on required criteria. Assist in explaining options to employees when they are dissatisfied with performance ratings. Review award nominations requests to assure ratings and justification for recommendations meet regulatory requirements. Prepare correspondence relating to the awards program, and ensures all administrative details are complete. Publicize the Suggestion Program and coordinates management of the program with NGB. Interpret guidance and regulations to provide procedural advice to management and employees on pay schedule adjustments, severance pay, back pay, debts and compensation. Review actions and ensures submission to payroll offices is correct and accurate. Coordinate with United State Property and Fiscal Office and Defense Finance and Accounting Service on a large variety of personnel actions affecting employee's pay. Compose letters or summaries relating to a variety of employee benefits/performance management matters. Recommend changes to operating policies and procedures. Develop, modify, and conduct presentation of basic and/or refresher training in employee benefits and compensation procedures. Perform other duties as assigned.

GENERAL EXPERIENCE: Experiences gained through civilian and/or military technical training schools within the human resources business programs are included as general experience qualifications. Must have a validated understanding of the basic principles and concepts of the occupational series and grade.
SPECIALIZED EXPERIENCE GS-07: Application must indicate at least12 months basic knowledge and working experience in personnel programs gained as a volunteer, in a classroom, or as a trainee. Have basic knowledge competency of human resources business elements and can discuss terminology, concepts, merit principles, and issues related to this competency. Experienced in using reference and resource materials and experienced in program functions.
SPECIALIZED EXPERIENCE GS-09: Application must indicate at least 24 moths experience in executing personnel programs and Human Resources Information Systems, as applicable to the specific position and its position description. Knowledge and understanding of the personnel and manpower core competencies: Organization Structure; Requirements Determination; Program Allocation and Control; and Performance Improvement. Working knowledge of organizational structures; manpower standards; manpower resources; manpower data systems; or commercial services to include strategic sourcing. Experienced in performing personnel program requirements that involve advising supervisors and managers; and, experienced in completing accession planning and processing; classification and position management; and civilian promotions.
QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.
