This position is located in the Office of the Chief Information Officer (OCIO), Enterprise Applications, Mission Systems. Mission Systems effectively applies enterprise architecture, information technology (IT) investment management processes and controls to integrate and modernize NLRB's systems which support the case management process.
Duties

As a Lead Information Technology Specialist (Systems Analysis), GS-2210-13, your typical work assignments may include:
Coordinating and validating that Quality Assurance and Training processes are followed.
Serving as a liaison for OCIO in case handling and office automation matters with agency-wide users to identify system functionality deficiencies and recommending areas for process improvement.
Gathering, analyzing, and/or evaluating information and developing recommendations to resolve substantive problems of effectiveness and efficiency of work operations.
Providing consultation services to the modernization development team and customer community concerning agency information systems, legacy case management systems areas of failure, and technical debt backlog items identification.
Developing detailed statistical reports related to case management systems, and other systems as necessary.

IDEAL CANDIDATE STATEMENT
The Ideal Candidate has knowledge of multiple IT specialties, IT concepts, standards and methods. The candidate exercises independent judgement, is an effective leader, and provides guidance exceling in customer service. Excellent communicative skills to present technical information in a clear, comprehensive manner is preferred. Experience researching, providing recommendations, and initiating novel remedies is desired.
To qualify for the Lead Information Technology Specialist (Systems Analysis), GS-2210-13, applicants must meet the following requirements:
BASIC REQUIREMENTS
Applicants must demonstrate on their resume that they have IT related experience demonstrating EACH of the four competencies listed below.

SPECIALIZED EXPERIENCE REQUIREMENTS
In addition to the Basic Requirements listed above, applicants must have at least one year of specialized experience equivalent to the GS-12 grade level, which has provided them with the knowledge, skills, and abilities to successfully perform the duties of the Lead Information Technology Specialist (Systems Analysis) at the GS-13.
Specialized experience includes:
Experience using legacy and modern electronic case management systems to create detailed statistical reports; and
Experience making recommendations and solutions on IT related issues to delivery services throughout an agency/division; and
Experience leading a team or leading a process defining milestones and deliverables; developing plans and schedules; and monitoring activities.

TIME-IN-GRADE REQUIREMENTS
All current and former Federal employees must meet time-in-grade requirements to be considered eligible. One year of experience at the GS-12 for the GS-13 is required to qualify for this position. (NOTE: All Agency employees must provide a copy of their SF-50 "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive). As a current NLRB Career or Career Conditional employee, you may determine your status by checking block 24 on your SF-50. The block must reflect "1" or "2". Also, block 34 must reflect "1". A copy of your SF-50 must be provided for verification.)
