You will serve as a in the SECURITY SPECIALIST in the BUSINESS DIRECTORATE, MANAGEMENT SERVICES, SECURITY/FACILITIES of NAVAL FACILITIES ENG SYSTEMS COMMAND PAC.

Duties

You will provide assistance for the administration of the command Personnel Security Program (PSP). You will review information on applicant's security forms for contradictory or serious derogatory information. You will review hiring package information provided by Human Resources to include the Position Description to determine position sensitivity and verify that the prospective employee meets the clearance eligibility requirements of the position. You will conduct an evaluation of clearance eligibility for command personnel to determine their eligibility/suitability for access to classified material up to the Top-Secret level. You will ensure that threats to security, compromises and other security violations are promptly reported to the Security Manger and provide assistance in investigations of such actions. You will serve as a Trusted Agent for the Trusted Associate Sponsorship System (TASS) and Contractor Verification System (CVS) programs.

Requirements

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain a current valid United States driver?s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assisting with the processing, review, approval, and submission of personnel security investigations for new employees and for reinvestigations of current employees; 2) Reviewing information used to make suitability determinations; 3) Using EQUIP and JPAS to ensure investigations are on file or initiated; 4) Assisting the Security Manager in safeguarding classified and sensitive unclassified material within the command; and 5) Assisting with the annual physical security survey of buildings. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Successfully completed a Ph.D. or equivalent doctoral degree or equivalent doctoral degree
OR
3 full years of progressively higher level graduate education leading to such a degree.
OR
LL.M., if related.
OR
Have a combination of experience and education as described above that equates to one year of experience. Your percentage of the required education plus your percentage of the required experience equal one hundred percent.
