Duties
As a member of the Customer Services Agency Procurement Services (APS) DC Team, the incumbent will handle procurement for publishing products and services.
Providing an individualized, relationship-driven avenue for customer agencies to communicate their overall printing, publishing, and multimedia program needs to the GPO.
Meeting with customer agencies to consult and provide recommendations on cost effective publishing, printing and binding methods based on expertise with current traditional publishing, printing and variable imaging technologies (digital printing).
Using procurement principles, federal acquisition regulations, traditional printing methodologies and process, and electronic publishing techniques for the purpose of outsourcing printing and publishing to meet the needs of GPO customers.
Monitoring and evaluating contractor performance in relation to contract requirements; reviewing invoices, recommending approval/disapproval for payment, and processing all invoices and vouchers in a timely manner.
Preparing, assembling, and coordinating memorandums, letters and reports to be distributed to higher levels of authority within the organization structure to include.
Handling procurement for publishing products and services.
Requirements
- U.S. Citizenship is Required.
- Selectee must pass a background check prior to appointment.

- Selectee must be able to obtain and maintain a Suitability Clearance.
- Selectee must successfully pass pre-employment prior to appointment.
Qualifications
To qualify for the Printing Services Specialist, PG-1654-11, applicants must possess one year of specialized experience equivalent to the PG-09 grade level in the Federal Service that include but are not limited to:
1. Using technical knowledge to consult with customers and provide solutions/options that meet their individual objectives for printing, binding, and electronic publishing within the last five years.
2. Utilizing knowledge and experience about both traditional and digital printing processes, variable data imaging and the use of professional desktop publishing soft ware in order to independently provide printing and publishing of products and services.
3. Using written communication skills to develop detailed and accurate technical specifications for the procurement of tangible or digital printing or publishing products and services. (e.g. writing solicitation documents or the statement of work) and/or performing bid/proposal evaluation for printing related procurements.

Substitution of education in lieu of specialized experience may be used for the PG-11 grade level only.
Graduate Education: Major Study-Journalism, business administration, English composition, commerce, accounting, printing or printing engineering, graphic or commercial art, industrial engineering, or economics.
OR
Applicants can qualify with a PH.D or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree or LL.M, if related.
To qualify for the Printing Services Specialist, PG-1654-12, applicants must possess one year of specialized experience equivalent to the PG-11 grade level in the Federal Service that include but are not limited to:
1. Using technical knowledge to consult with customers and provide solutions/options that meet their individual objectives for printing, binding, and electronic publishing within the last five years.
2. Utilizing knowledge and experience about both traditional and digital printing processes, variable data imaging and the use of professional desktop publishing soft ware in order to independently provide printing and publishing of products and services.
3. Using written communication skills to develop detailed and accurate technical specifications for the procurement of tangible or digital printing or publishing products and services. (e.g. writing solicitation documents or the statement of work) and/or performing bid/proposal evaluation for printing related procurements.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
