This position is part of the IBC HRD Human Resources Operations Division, Office of the Secretary of Interior. The incumbent will be responsible for serving as a resource on the retirement, employee benefits and workers' compensation programs.
Duties
Serve as a resource for retirement, employee benefits and worker's compensation programs while providing quality and timely support to employees and supervisors through the use of Federal Payroll and Personnel System (FPPS).
Provide counseling and assistance regarding program requirements and processing procedures related to a variety of Employee Benefit programs. Answers questions regarding policy and procedures. Support employees with application processing procedures.
Answer questions and provide basic information regarding federal employee benefits, retirement calculations, service credit deposits, redeposits, and military deposits. Utilize automated software program to assist with completing necessary reports.
Review personnel file to determine eligibility of benefits and counsel employee as needed. Calculate service computation dates and retirement estimates with minimal assistance from Specialist, consulting when there are complex cases. Assist in training new assistants.
Perform new employee orientations on retirement, health benefits, life insurance, thrift saving plan, long-term care, FSAFEDS, and military deposits. Assist employees in completing forms and provide information for external enrollment in various benefit programs.
Qualifications
At the GS-05, you must meet one of the following qualifications:
A. One year of specialized experience equivalent to at least the GS-04 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to experience in coding basic personnel and payroll actions and answering general HR related inquiries;
OR
B. A bachelor's degree, or four years of education above high school level, in any field from an accredited or pre-accredited college or university;
OR
C. A combination of education and experience as listed above.
At the GS-06, you must meet one of the following qualifications:
One year of specialized experience equivalent to at least the GS-05 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to experience in processing routine personnel and payroll actions and answering routine HR benefits related inquiries.
At the GS-07, you must meet one of the following qualifications:
One year of specialized experience equivalent to at least the GS-06 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to experience in processing a variety of personnel actions, reviewing and processing new employee documentation in an automated system, and responding to a variety of employee questions regarding employee benefits and processing related forms.
Only experience and education obtained by the closing date of this announcement will be considered.
TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
A written test is not required.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

Only education from institutions which are accredited or preaccredited/candidate for accreditation may be used to meet education requirements.
