This position is being filled under Direct Hire Authority, 5 U.S.C. 9905, dated 10/15/2021. This position is part of the Air Force Elements, U.S. Transportation Command. The incumbent exercises first level supervisory and managerial authorities over the USTRANSCOM, Program Analysis and Financial Management, Data, Robotics and Metrics Branch.

Duties

As a SUPERVISORY FINANCIAL MANAGEMENT SPECIALIST at the GS-0501-14 some of your typical work assignments may include: Plans, organizes, and directs the activities of the Data, Robotics and Metrics Branch, ensuring that data integration and automation activities comply with legal and regulatory requirements and meets customer needs. Performs supervisory personnel management responsibilities. Facilitates Implementation/Sustainment of Robotic Process Automation (RPA) Capabilities Identify key processes to be automated, potential automation solutions, and potential business process reengineering opportunities. Provides leadership and senior level technical data integration and automation activities Develop tools to continuously monitor financial and audit data and identify opportunities to transform, combine, and derive new data. Collaborate with Office of the Secretary of Defense, Joint Staff, DOD, Military Services, Combatant Commands, USTRANSCOM Directorates, and TCCs to implement common platforms and services necessary to create, retrieve, share, utilize, and manage financial and audit data.

Requirements

  • Financial Disclosure: In accordance with the Ethics in Government Act 1978, employee is required to file an OGE Form 450, Confidential Financial Disclosure Report upon appointment and will be required to file annually.
  • Must be a U.S. citizen

  • Suitable for Federal employment determined by a background investigation. Employee must obtain/maintain a Non-Critical Sensitive (Secret) security clearance
  • May be required to successfully complete a probationary period

  • This is a Financial Management Level 3 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d

Qualifications

You may qualify at the GS-14, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-13 grade level in the Federal service, military, or private sector: Expert knowledge of statutes, regulations and procedures pertaining to financial management and budget planning. Comprehensive knowledge of the policies, practices, regulations, and laws concerning financial management including accounting and data analysis. Mastery of analyzing problems and developing and modifying business processes to resolve a variety of issues. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
