The NY Harbor VA HCS is currently recruiting for one Program Support Assistant for the Police service at the Brooklyn Campus. Incumbent initiates and accomplishes a wide variety of complex duties. These include monitoring and operating sophisticated high-tech Police Service equipment, receiving various types of calls for police assistance, directing appropriate responses and screening communications and appropriately assigning them to individuals within the service who handles such.

Duties

Major duties include but are not limited to: Receives and compiles information from various sources relating to routine and emergency police situations or incidents. Prioritizes the information and disseminates material throughout the service. The incumbent is responsible for operating the following equipment: Personal computer with various medical center and Police Service databases Must be able to deal firsthand with calls, incidents, moral and emotional issues of such nature and impact, which normally the public is removed or shielded from. Must be able to maintain strict confidentiality of all sensitive, private, and critical information that the Program Specialist may have access to. Violation of such could cause substantial harm to the operation of Police Service and the VA as a whole. Performs a variety of clerical and typing duties such as, but not limited to: Typing memos in a standard format. Taking notes at meetings and transcribing them into minutes. Filing all administrative correspondence as directed in RCS-10. Maintaining database for parking permits. Maintaining database for issuing criminal and parking violations Ensures that all cases of requests for replacement or lost/stolen PIV ID badges have had a police report completed detailing circumstances and events of the loss and all facts available. Types final copies of police reports and correspondence concerning Police Service. Serves as receptionist in the Service Chiefs office and properly refers any visitors/callers. Maintains access card records for the security access control system and issues access cards to designated personnel once approved. Programs the access control system in reference to validating or voiding an access card, assigning approved access levels and in the system when necessary due to the disk being full or a disk failure in the system as outlined in the access control system manual. Prepares and reviews reports concerning access card usage and access point usage. Forwards reports to designated individuals for review and reports any improprieties to the supervisor immediately. Maintains confidentiality of all information and statistics gained in performing duties. Types memoranda, letters, reports, and forms from written sources and/or voice recordings. Typed material, which occasionally involves tabular data and is frequently of a deadline nature - is characterized by variation in Subject matter and regular use of new and emerging technical terms, expressions, abbreviations, and symbols peculiar to the organization. The material is usually typed directly into final form from plain copy and/or draft where revisions are clearly marked. Attaches supplemental reference material as necessary. Verifies factual data and statements in the material to be typed by reference to background material and other readily available office records and reference sources Corrects obvious errors and calls questionable items to the originator's attention for resolution. Incumbent is the primary timekeeper for the Brooklyn campus. Work Schedule: Monday-Friday 8:00am-4:30pm EST Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/18/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-5 position you must have served 52 weeks at the GS-4. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education s described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-4 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of applicable federal and state procedures required to transmit or receive communications via radio; Must have knowledge of police terminology, and transmission codes; Skill in using word processing (Microsoft Office Suite), and spreadsheets (MS Excel); Ability to establish and maintain office files of correspondence, reports and other documentation; Skill in reviewing documentation for grammar, format and regulatory/policy errors and preparing reports, meeting agendas/minutes, and correspondence; Ability to interpret and apply regulations/policies relating to access, entry control, and badge procedures, fabrication, issue, handling, safekeeping and storage, destruction, inventory and accountability to include preparation and maintenance of related records. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Successful completion of 4 years of education above the high school level. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university and equivalent to at least the next lower grade level (GS-4). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the second year. is equivalent to 6 months of specialized experience. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. Proficiency Requirements: In addition to meeting experience or education requirements, applicants for these positions must show possession of the following skills, as appropriate. Program Support Assistant (Office Automation) are required to have the skill of 40 words per minute typing speed. You will be rated on the following Competencies for this position: ClericalComputer SkillsCustomer ServiceManages and Organizes Information Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work in primarily sedentary with some walking, standing, bending and carrying light items such as paper, books, and files.
