You will serve as a LEAD HR SPECIALIST (RECRUITMENT & PLACEMENT in the STAFFING DIVISION of OCHR OVERSEAS PROGRAM CENTER.
Duties
You will serve as the senior HR specialist responsible for providing training and oversight of developing trainees in mastering the application of Human Resources staffing/classification policies, practices, and procedures.
You will provide technical assistance and solutions to problems typically referred by other HR specialists and serve as the troubleshooter and consultant to management on resolving complex staffing and classification issues.
You will communicate assignments/projects and distribute workload considering employees' skill levels, completion timeframes and priorities.
You will facilitate in coordinating team initiatives, coach the team in selection and application of appropriate problem solving methods and provide advice in work method procedures.
You will advise HRO representatives and managers on difficult and unusual recruitment and placement issues or problems, including pay setting policy and regulations
You will research and apply qualitative and quantitative methods to identify, assess, analyze and improve team effectiveness, efficiency and work products.
Requirements

Qualifications
GS-12:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector providing a full range of recruitment/staffing services; advising management on recruitment/staffing strategies and pay flexibilities; AND assisting with workload distribution to a team of HR Assistants and HR Specialists.
GS-11:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing a variety of recruitment/staffing or classification duties combined with advisory services to resolve complex problems requiring the research and interpretation of guidelines.

Education
GS-11:
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
