This position is part of the Office of Environmental Management - Headquarters, Department of Energy. As a Management and Program Analyst, you will analyze and evaluate major administrative aspects of substantive, mission oriented programs and will work to develop key human capital management initiatives from conceptual design to project completion.

Qualifications
GS-11 SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-09) in the Federal service. Specialized experience for this position is defined as:
Advising management officials on various HR processes; and
Resolving moderately complex issues related to a human resources specialty area.

EDUCATION: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M, if related
OR
COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify by a combination of the required experience and education for this grade level.
GS-12: SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-11 level. Specialized experience for this position is defined as meeting 1 of 2 of the following:
Advising management officials on HR sources and strategies while adhering to Federal personnel regulations, agency policies and directives, and contractual provisions governing the HR functions/processes; and
Conducting analyses on a wide variety of complex subjects using research, interviewing, observation, and analytical techniques to gather, document, and analyze information and develop recommendations.
There is no education substitution for the GS-12

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

CTAP/ICTAP candidates: To be considered "well qualified" you must (1) meet all of the requirements as described in this section; and 2) be rated "well-qualified", which is defined as having a score of 85 or better.
