You will serve as a Program Manager in the Office of the ExecutIve Director (N02) of COMSUBFOR.

Duties

You will be the Deputy to the Program Manager/AUKUS Coordinator (GS-0340-15). You will be responsible for advising the COMSUBLANT commander on intelligence requirements and support to the RAN necessary to make the AUKUS SSN interoperable and interchangeable with counterpart US Navy SSNs. You will be responsible for developing, executing (inside the US Navy) and coordinating within the Royal Australian Navy (RAN) the manpower plan to provide a RAN workforce with the requisite experience, training, and qualifications to crew the AUKUS. You will be advisor to the COMSUBLANT Commander on matters relating to the qualification of RAN personnel training on US SSNs, certification plans for AUKUS SSN crews, continuous training, and proficiency of AUKUS SSN crews. You will coordinate the development of the shore infrastructure in Australia necessary to support nuclear submarine operations. You will develop and administer COMSUBLANT?s AUKUS program goals and objectives essential to facilitate the effectiveness of COMSUBLANT?s national and international mission with Australia and the United Kingdom. You will provide oversight on matters relating recommendations that may improve Force readiness to execute AUKUS plans. You will develop procedures and guidelines to review program quality progress and effective use of resources. You will direct a management system for program performance appraisal in meeting COMSUBLANT national strategic mission goals and objectives. You will plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules. You will assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments and the capabilities of subordinates. You will evaluate work performance and products on a continuing basis, prepares the annual performance ratings and approves leave for employees. You will prepare, review, and revise position descriptions; and for employees develop performance standards. Interview candidates for positions in the unit; recommend appointment, promotion, or reassignment to such position. You will be responsible for minor disciplinary measures, such as warnings and reprimands, recommending other actions in more serious cases. You will identify developmental and training needs for employees and select personnel to attend training courses when appropriate. This position requires Defense Security Cooperation Workforce Basic-level Certification. You will have one year to complete all required basic-level courses. Note that all Security Cooperation Workforce members require at least basic-level certification.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: (1) Experience in advanced management and organizational principles and practices along with a comprehensive knowledge of planning, programming, and budgeting regulations, guidelines and processes and thorough and comprehensive knowledge of United States Indo-Pacific Command (USINDOPACOM) war plans, force protection, and current affairs to prepare long-range (5 year) and short-range planning guidance in accordance with broad submarine force program policies and objectives. (2) Experience in developing guidance (staffing and resource) for subordinate activities and performing continuous appraisal of the utilization of command resources in accomplishing submarine force readiness, operational support, and presence program objectives and goals, including Submarine Rotational Force - West. (3) Experience and knowledge of Australian and British military command structure, missions, programs, organizational relationships, cultural norms plus a thorough knowledge of quantitative and qualitative methods and techniques to develop staffing standards covering complex program functions or missions including, special forces operations, battlegroup support operations, strike warfare, subsea-seabed warfare and other agency research operations, or staffing requirements for new or substantially altered training or operational missions and programs. (4) Experience and knowledge of current affairs and the ability to evaluate the content of new or modified legislation for projected impact upon the AUKUS programs and resources. (5) Experience and knowledge to translate approved legislation into US Submarine Force AUKUS program goals and actions. (6) Experience and knowledge of analytical and evaluative methods plus a thorough understanding of how regulatory or enforcement programs are administered to select and apply appropriate evaluation and measurement techniques in determining the extent of compliance with rules and regulations within the AUKUS submarine forces, or in measuring and evaluating submarine force accomplishments. (7) Experience, knowledge and skill in designing and conducting comprehensive management studies where the boundaries of the studies are extremely broad and often difficult to determine in advance.
