This position is part of the National Archives and Records Administration. The incumbent serves in an organizational unit within one of the program offices under the Chief Operating Officer, carrying out complex professional assignments involving delivery of advisory services to Federal agencies.
Duties
The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
As an Archivist, you will:
Prepare description of complex bodies of records for inclusion in the Archival Research Catalog.
Develop major descriptive products, including microfilm publications, reference information papers, reference reports, electronic indexes or educational packages.
Interpret complex descriptive standards and assists others in applying them.
Oversee and assure the quality of descriptive work prepared by others.
Cooperate with staff in Preservation Programs and other qualified experts to establish preservation and conservation priorities and identify solutions to preservation challenges.
Coordinate activities associated with treatment and reformatting of records by qualified NARA staff or NARA-approved experts in other agencies or private organizations.
Develop and deliver responses (orally or in writing) to non-routine reference requests that draw upon a broad knowledge of records, involve multiple sources of information, employ innovative research techniques, or require interpretation of complex rules or procedures.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
To be qualified for this position at the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service.
Specialized Experience for this position includes:
- Experience utilizing archival principles to maintain and administer record keeping systems; AND
- Experience designing or executing communications strategies, plans, or activities in order to perform activities geared towards ultimately connecting researchers with archival records (i.e., activities at every point of the archival life cycle: accessioning, processing, description, reference); AND
- Experience leading projects.

To be qualified for this position at the GS-11 level, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service.
Specialized experience for this position includes:
- Experience utilizing various systems or databases to locate, analyze, index, and manage archival records; AND
- Experience collaborating and participating in projects describing or preserving a body of records; AND
- Experience executing communication strategies, plans, or activities.
OR You may substitute education for specialized experience as follows: 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree
OR You may qualify by a combination of experience and education.
NOTE: Only education in excess of the first 36 semester hours (i.e., beyond the second year) of graduate education is creditable toward meeting the specialized experience requirement.

To be qualified for this position at the GS-9 level, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service.
Specialized experience for this position includes:
- Experience researching or reporting on archival records; AND
- Experience providing customer service to various audiences through oral or written communication techniques.
OR 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree.
OR You may qualify by a combination of experience and education.
NOTE: Only education in excess of the first 18 semester hours (i.e., beyond the first year) of graduate education is creditable toward meeting the specialized experience requirement.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-12, you must have been at the GS-11level for 52 weeks
For the GS-11, you must have been at the GS-09 level for 52 weeks
For the GS-09, you must have been at the GS-07level for 52 weeks
Education
Individual Occupational Requirement
In addition to the above, all applicants must meet the Basic Requirement, defined below:
A. Bachelor's degree in archival science;
or bachelor's degree with a major that includes 18 semester hours in archival science, history and/or in political science or government, and 12 semester hours in one or any combination of the following: archival science, history, American civilization, economics, political science, public administration, or government.
OR
B. Combination of education and experience - at least 30 semester hours that included courses as shown in A above, plus appropriate experience or additional education.
The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
