Duties
You will identify and resolve financial management systems issues involving Military Sealift Command operations and programs.
You will provide and coordinate a command-wide review and analysis of programs for efficient, economic, and effective financial management controls in the systems arena.
You will provide work and research on testing upgrades, Information Assurance Vulnerability Alert (IAVA) patches; validate annual budget loads; create ad hoc reports; establish Financial Management System user accounts; and run SQL scripts.
You will evaluate accounting systems and continually monitor and assess the effectiveness of configuration change requests.
You will assist in the implementation of accounting and systems policies.
Requirements

Qualifications

In addition to the Basic Education Requirements for this position, for Systems Accountant GS-0510-09 your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Applying theories, practices, methods and/or techniques of accounting sufficient to analyze accounting systems;
Applying theories, practices, methods and/or accounting to provide system analysis or maintenance of Financial Management Systems;
Maintaining financial management systems to ensure they comply with the U.S. Standard General Ledger (USSGL), Federal Financial System Requirements and Federal Accounting Standards.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following directly-related education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position: 2 years of progressively higher level directly-related graduate education leading to a master's degree or master's or equivalent graduate degree.

In addition to the Basic Education Requirements (see Education section below) for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Compiling or reviewing accounting records to determine discrepancies affecting account balances;
Reconciling various ledgers and accounts such as Accounts Payable, Accounts Receivable, Fixed Assets, Purchasing, etc.;
Utilizing various financial management and accounting systems to input or retrieve data.

Basic Requirements
- Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

2. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include
one of the following:
- Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
- A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
- Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
