About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Cyber Center of Excellence at Fort Eisenhower, Georgia.
This is an obligated position.
Duties
Researches and provides authoritative technical information to other AFC/TRADOC force modernization proponents/branch proponents.
Develops, presents, and attends briefings related to proponent organizational structure.
Provides periodic updates on current projects in the form of information papers, briefings, and/or oral presentations to CCoE, C-CDID, and Army senior leaders.
Interprets regulations, policies, and directives governing the force development and documentation programs, which are necessary to plan, analyze, provide advice, and implement force management programs.
Reviews completed work of team members for conceptual and doctrinal accuracy in compliance with directives, guidance, and attainment of objectives.
Cross trains with other analysts within the branch to provide continuity during periods of leave, illness, and temporary duty.
Coordinates, convenes, and chairs subject matter expert panels in support of MARC study development and to support the Army MARC Maintenance Data collection effort.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- Incumbent must obtain and maintain a Top Secret security clearance.
- Incumbent must be subjected to pre-employment and random drug testing.
- Up to 25% TDY is required.
Qualifications
Position may be filled as a CES Term appointment NTE 3 years. CES Term appointments may be extended up to a maximum of 5 years and may be made permanent without further competition to a CES permanent appointment. To be converted to permanent, the employee must have completed at least 3 years of continuous service with at least a "Successful" overall performance rating of record.
This position is in the Professional Work Category at the Full Performance Work Level within the CES Occupational Structure.

To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by possessing the ability to employ advanced qualitative and quantitative techniques to generate and recommend emerging Signal force structure that meets Army operational requirements; analyzing, creating, or modifying Tables of Organization and Equipment (TOE), Basis of Issue Plans (BOIP), and Manpower Requirements Criteria (MARC) within the construct of Total Army Analysis (TAA) decisions; researching and applying regulatory guidance in the development of various stages of organization documents; as well as preparing Force Design Updates that contribute to the activation/modification of Army organizations; interacting with personnel across major Army commands, agencies, HQDA staff, DoD, and other organizations as required.
