About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W45VAA US ARMY SPECIAL OPERATIONS COMMAND.

Duties

Completes a variety of security forms and documents used for determining security clearance eligibility. Screens incoming VRs, reviews clearance eligibility determinations and investigations and enters data into Access Commander database validating visitor access for the security force. Conducts preliminary reviews of SF-86s/e-QIP forms for completeness and for derogatory information for interim clearance requests. Provides guidance, advice and assistance to G-2s, S-2s and Security Managers at all levels of command on policies, regulatory requirements, procedures and administrative practices relating to personnel security. Coordinates with other government agencies to verify clearances if there are non-DOD visitors. Coordinates with corporate facility security managers for contractor visitors and/or badge requests if all information has not been received or is inaccurate.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be able to obtain and maintain a Top Secret (TS) security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
  • May require Temporary Duty (TDY) travel up to 10% of the time.
  • This position requires the incumbent obtain the following core SPeDCertification: Security Fundamentals Professional Certification (SFPC) within their first two years of employment.

You will receive credit for all qualifying experience, including volunteer experience. GG 9 Specialized Experience: One year of specialized experience which includes experience with 1.) gathering forms for security clearance requests; 2.) maintaining security records, entering data, and 3.) assisting customers with security investigation processes. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GG/GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Security Administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Customer Service (Clerical/Technical) Personnel Security Clerical GG 11 Specialized Experience: One year of specialized experience which includes experience with 1.) reviewing completion of security clearance requests; 2.) preparing security related forms for systems access; and 3.) providing customer service to security managers and customers in completing complex forms required for processing security investigations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GG/GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Security Administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: ClericalCommunications StrategyCustomer Service (Clerical/Technical)Personnel Security Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.
