This position is located in the United States Department of Agriculture (USDA), Office of the Assistant Secretary for Civil Rights (OASCR), Center for Civil Rights Operations, Mission Area Liaison Staff. The incumbent serves as the MAL Deputy Director, responsible for supporting the MAL Director with management and direction of staff operations related to proactive prevention programs and evaluation systems.
Duties
Provides guidance and technical advice to program managers on Equal Employment Opportunity policies and procedures.
Develops and maintains liaison on matters related to program complaints processing and interfaces with senior management officials for the purpose of expediting and making more efficient the entire process.
Applies a wide range of qualitative and quantitative methods to develop evaluation systems that measure the organizational performance in meeting civil rights laws and regulations.
Manages and directs staff operations related to proactive prevention programs and evaluation systems. .
Requirements
- You must be a US Citizen or US National.
- Males born after 12/31/1959 must be Selective Service registered or exempt.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions and specialized experience as defined below.
Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
Specialized Experience:
At the GS-14: Qualifying experience for GS-14 includes one year of specialized experience comparable to GS-13 which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is (1) implementing proactive prevention programs; evaluating systems that measure organizational performance in meeting civil rights laws and regulations; providing guidance and technical advice to program managers on Equal Employment Opportunity policies and procedures; and leading a team of Equal Opportunity Specialists.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
