This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. This position is for an Information System Security Manager (ISSM) within each PEO STRI project management office.

Duties

Plans, coordinates, and provides information systems security support to PEO STRI. Performs as the lead technical authority for all facets of Cybersecurity providing guidance and oversight. Develops plans, policies, and procedures to prevent unlawful penetration of DoD Automated Information Systems (AIS), and unauthorized access to privacy-data, classified, or sensitive defense information accessible through PMO operated AIS. Reviews and evaluates the security impacts of new systems or system changes to include existing or proposed interfaces with other IT systems.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • One year trial/probationary period may be required.
  • This position requires Drug Testing.
  • This position requires travel within the U.S./overseas by commercial aircraft up to 25% of the time.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Engineering and Technical Management certification within 48 months as of entrance on duty.
  • Incumbent must be able to obtain and maintain a Top-Secret security clearance.
  • This position requires submission of Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
  • This is a Defense Cyberspace Workforce Framework (DCWF) position outlined in DoDD 8140.01-Cyberspace Workforce Management, Encl 2, Par 9(c)(d).
  • Critical Acquisition Position (CAP)/ Key Leadership Position (KLP): Acquisition Corps membership is no longer required for Critical Acquisition Positions (CAP) / Key Leadership Positions (KLP).

Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Individual Occupational Requirements (IOR): Have IT-related experience that demonstrates each of the following four competencies: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition to the IOR requirements above, you must meet the Specialized Requirements below. Specialized Experience: In order to qualify based on experience your resume must describe, at least one year of specialized experience at the NH-03 (GS-13 equivalent) level in the Federal Service that includes: 1) Review and/or advise on cybersecurity policy and guidance to establish appropriate organization wide cybersecurity management structure and related business processes, procedures and practices; 2) Oversee cybersecurity strategies, rigor, and posture across the acquisition lifecycle to achieve risk-based acceptance; 3) Leverage innovative cybersecurity strategies to include systems engineering tenants of continuous integration/deployment (CI/CD), agile software development, cyber test & evaluation, Development-Security-Operations, DevSecOps), software assurance, and other cybersecurity tailoring to rapidly develop, field and continuously monitor secured systems. 4) Consult and/or assist with cybersecurity risk assessment efforts to streamline processes; and 5) Brief management on evolving technology vulnerabilities to determine or meet security requirements. The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02 or (GS-11) equivalent. All Current Federal Employees MUST attach a current SF-50 for consideration. Without a SF-50, your application will be considered incomplete. This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for ENGINEERING AND TECHNICAL MANAGEMENT: Foundational certification within 36 months as of entrance on duty.
