This position is located in the Office of Human Resources (OHR) Division of Human Resources Operations and Systems (DHROS), Client Services Branch (CSB). The purpose of this position is to provide professional Human Resources (HR) customer service to IHS employees, staff, executives, and coworkers, as well as to prospective applicants, candidates, and the general public. This position reports to the Branch Chief, CSB.
Duties
Serves customers and colleagues to assess needs, provide assistance on HR policy/processes, resolve problems, satisfy expectations, and answer questions.
Conducts the full cycle of recruitment and staffing duties from initial recruitment requests through the onboarding to EOD process of new employees (i.e. strategic recruitment discussions, job analysis, announcements, assessment of qualifications, referrals, etc.).
Performs duties within multiple Human Resource Information Systems (HRIS) to successfully complete the duties of classification, staffing/recruiting, entrance on duty, processing personnel actions, employee official personnel files, and other HR-related duties.
Provides authoritative HR advisory services to managers, colleagues, and peers on personnel staffing and classification matters and on broader HR-related activities and/or projects. Assesses customer needs and provides feedback and recommendations to address problems and concerns.

You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:
Experience administering staffing and recruitment programs, including announcing vacancies, conducting qualification analyses, setting pay, and adjudicating preference entitlements.
Experience providing advisory services to managers and employees on human resources management.
Experience researching and utilizing human resources policies, procedures, and regulations (such as Title 5 of the Code of Federal Regulations and Office of Personnel Management regulations) to provide guidance to customers on complex matters.
Experience utilizing automated human resources systems associated with recruitment and personnel action processing.
SELECTIVE PLACEMENT FACTOR:
This position requires Delegated Examining (DE) Certification.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
You must meet all qualification requirements within 30 days of the closing date of the announcement.
