Duties

Schedule and attend BLM recruitment events, participate in external job/career fairs and create partnerships with external employment placement agencies / organizations, community organizations, affinity groups and college campuses. Use traditional and non-traditional techniques for sourcing new and diverse talent including social media sites, direct sourcing, and networking for creative sourcing. Collaborate with managers in determining short- and long-term recruitment needs and developing effective recruitment methods and strategies for finding new and diverse talent. Use automated systems to maintain employee personnel files, recruitment case files to include uploading, filing, and reviewing documents, creating reports, and manage profile permissions. Interpret and follow federal staffing regulations and local policies. Uphold merit system principles in all activities and avoid prohibited personnel practices.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. To qualify for the GS-11, you must possess one (1) full year of specialized experience comparable in scope and responsibility to the GS-9 grade level in the Federal service performing the following tasks: managing a recruitment program which included creative recruiting using traditional and non-traditional techniques including phone calls, direct sourcing, and networking and develop and maintain a strategic annual recruitment plan -OR- Education: Completed at least three full years of graduate education or a Ph.D. or equivalent doctoral degree from an accredited college or university in a field directly related to human resource management, or related disciplines. One year of graduate education is considered to be the number of credit hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. - OR- Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. To qualify for the GS-12, you must possess one (1) full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service performing the following tasks: manage a recruitment program; assess impact of recruitment and hiring processes on time to hire and recommend solutions for improvement; conduct job analyses on a wide variety of complex positions; explain the recruitment methodology to management; use creative recruiting by using traditional and non-traditional techniques including phone calls, direct sourcing, and networking; and develop and maintain a strategic annual recruitment plan. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
