Duties
Serves as Chief, Terminal Operations Management Section (FENCB), Terminal Operations Branch, Supply Chain Management (FEN) Division, DLA Energy, providing program management and advice to DLA Energy Supply Chain Management (con't),
(con't) concerning worldwide fuel services for facility and support operations.
Serves as a senior analyst who has mastered the application of a wide range of qualitative methods to improve program and personnel management processes.
Serves as the recognized authority, subject matter expert, and principal advisor to the Terminal Operations Branch Chief and other DLA Energy officials on matters concerning operations of Government-Owned-Contractor-Operated (GOCO) (con't)
(con't) and Contractor-Owned, Contractor-Operated (COCO) fuel storage contracts.
Supervises GS-13 level program managers responsible for oversight of worldwide Defense Fuel Support Point (DFSP) services and maintenance services.
Provides oversight of worldwide Defense Fuel Support Point (DFSP) services encompassing Air Force, Army, Marine, Navy, and contracted fuel operations and maintenance services.
The program develops technical evaluation standards to evaluate contractor proposals. for adequacy, completeness, and compliance with terms and conditions of the solicitation.
Reviews contractor exceptions and provides recommendations to Contracting Officer. Participates in contract negotiations to review government evaluation with contractor representatives.
Answers technical questions from pre-solicitation through contract award phases.
Conducts post-award oversight to ensure contractor is meeting requirements of PWS.
Provides technical review of requested task orders and recommends Contracting Officer approval/disapproval.
Develops and reviews Memoranda of Agreement (MOA) or Performance Based Agreement (PBA) to identify Service and DLA Energy roles and responsibilities.

Qualifications
To qualify for a Supervisory Logistics Management Specialist, your resume and supporting documentation must support:
One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Reviewing and researching classified and unclassified sources of information for military operations and exercises.
Serving as an Operations Logistics Officer or equivalent.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
