You will serve as an IT Specialist ensuring the Certification and Accreditation of Navy Sensitive Compartmented Information networks, IT systems, sites, applications and networks is in accordance with Joint DoD Intelligence Information Systems, Office of the Director of National Intelligence and NSA Committee on National Security Systems directives, policy, instructions to achieve Authority to Operate. This position is located in Fort Meade, MD in the US FLEET CYBER COMMAND.
Duties
As Subject Matter Expert (SME), you will conduct risk and vulnerability assessments of planned and installed information systems to identify potential system vulnerabilities, and to develop appropriate risk mitigation strategies.
You will ensure that field sites implement security controls designed to mitigate know information system vulnerabilities.
You will review identified vulnerabilities, weaknesses, and potential shortfalls and ensures designs and proposed alternative patterns of actions are implemented to mitigate risks to NSA IC/SCI networks within the Navy IC/SCI enterprise.
You will verify information system security features, auditing, virus detection and disaster recovery on both IC/SCI classified and unclassified systems in support of security authorization efforts.
You will track, monitor, maintains and support development of all documentation for Navy IC/SCI security authorization packages using the NSA data repository and workflow management system/processes.
Requirements

- You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
- You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.
- This position requires a periodic polygraph examination.
- This position may require a 2-year DCIPS trial period requirement.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This position is designated as a Cyber Workforce position in the DoD Cyber Workforce Framework (DCWF), primary work role of 611, proficiency level Advanced.
- The incumbent of the position is required to maintain qualifications in accordance with DON Cyber Workforce Program requirements of SECNAV M-5239.2.
Qualifications
I have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:

3. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GG/GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Performing detailed analyses of operating system software and firmware to determine necessary information system safeguards; 2) Reviewing Intelligence Community /Sensitive Compartmentalized Information system/application System Security Plans (SSP), including all appendices, topology diagrams, residual risk statements, compliance checklists during all phases of IC/SCI security authorization process; 3) Implementing policies and procedures to ensure information systems reliability and accessibility; 4) Verifying information system security features, auditing, virus detection and disaster recovery on both IC/SCI classified and unclassified systems in support of Certification and Accreditation efforts.
