This position is located in the Market Initiatives (BT) organization in the Business Transformation Office (B), Chief Operating Officer (K), Bonneville Power Administration (BPA).
This position serves as Market Initiatives Program Manager and technical expert responsible for managing the market initiative lifecycle for energy market exploration, development, implementation, and operations to drive and support BPA's decision framework to join existing, emerging, and new energy markets.
Duties
As a Public Utilities Specialist (Market Initiative Program Manager), you will:
Lead market exploration and consideration activities that requires coordination with regional market entities to define potential market solutions, align on interests and principles, and set desired outcomes/objectives.
Lead the development of policies relative to new markets and necessary policies to implement new markets consistent with BPA's statutory obligations.
Lead analysis and identification of cross-BPA system and process development necessary to participate in the market once it is developed.
Manage and track BPA participation in assigned market program, including directing this work and coordinating with both Power and Transmission.
Lead stakeholder engagement on all necessary changes to the market to ensure BPA customers and constituents are aware, supportive and have the opportunity to comment as appropriate.
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS
A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) in the Federal service.
Specialized experience for this position is defined as: (1) Executing market initiative lifecycles for energy or utility market exploration, development, implementation, and operations to join existing, emerging, and/or new energy or utility markets; (2) formulating strategic and tactical plans that support an energy or utility market initiatives program and management activities.
