Job opening: Human Resources Specialist (Rec/Plac)

The position is located in the Corporate Senior Executive Management Office (CSEMO). CSEMO's mission is to provide centralized, life cycle management of VA's senior executive cadre who are committed to serving Veterans and their families.

Duties

Provide comprehensive staffing and placement services to VACO, VHA, VBA, BVA, and NCA organizations. Coordinate with and advise VA HR specialists on technical issues involving recruitment and placement actions. Perform internal placement duties including conducting job analysis, preparing merit staffing products, and issuing competitive and non-competitive certificates. Develop policies, programs, and procedures on position identification and management, position classification, recruitment, placement, and pay and leave administration. Provide expert technical advice and assistance to the Executive Director/CSEMO, VA Executive Resources Board (ERB) members, administrations, and staff offices. Conduct job analyses on senior executive positions using research, interview, observations, and analytical techniques to gather, document and analyze information to develop qualifications rating factors. Review the recruitment process and submissions to assure all legal and regulatory requirements are met, including proposed executive qualification requirements, Executive Core Qualifications (ECQ), outreach efforts and ERB operations. Develop vacancy announcements and assesses the minimum qualifications of applicants for SES/Senior Level positions using OPM and SES qualifications standards. Prepare comprehensive packages necessary for submissions to the Office of Personnel Management (OPM) for a variety of different types of appointments. Provide high level customer service to support CSEMO strategic goals and objectives.

Qualifications

To qualify for the Human Resources Specialist (Recruitment and Placement) position, candidates must meet the basic requirements AND grade level qualification requirements by the closing date of this announcement. The BASIC REQUIREMENT for the HR Specialist GS-0201 series is presumed met if found qualified at the GS-0201-7 level and above. To qualify for this position at the GS-11 level, you must meet one of the following listed Criteria: Criteria 1- Graduate Degree: Applicants may substitute Graduate Education to qualify for grade GS-11. Applicants may substitute education for experience with an awarded Ph.D. or equivalent doctoral degree (such as an LL.M.) from an accredited college or university, or three full years (54 semester hours or 81 quarter hours) of progressively higher-level graduate education leading to such a doctoral degree. This graduate degree or education must demonstrate the knowledge, skills, and abilities to do the work of this position. OR Criteria 2- Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-9 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience may be gained in administrative, professional, technical, or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: (1) Applying a wide range of HR principles, concepts, practices, laws and regulations sufficient to consult on HR program area.; (2) Develop job announcements, determining applicant eligibility and qualifications.; (3) Facilitating and scheduling of rating panels.; (4) Advising on procedural and regulatory requirements governing the merit staffing process and the use of internal/external recruitment strategies to aid in strategic recruitment planning. OR Criteria 3- Graduate Education and Specialized Experience: Applicants may substitute a combination of graduate education and specialized experience to qualify for grade GS-11. If you have some, but not all, of the graduate education described above AND less than one full year of the specialized experience described above, you may qualify by combining the amount of creditable education and experience that you do have. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-11. To calculate, first identify the education you have earned beyond your first two years of study as a percentage of a total of three years of study. Then identify the number of months of specialized experience you have as a percentage of 12 months. Add the two percentages. The total must equal at least 100 percent in order to be qualifying. For example, an applicant who has 45 semester hours of graduate level education (i.e, 50% of graduate education required beyond the first two years) and who has 6 months of creditable specialized experience (i.e., 50% of the one year of specialized experience required) would meet 100% and thus be qualified for the position.
