About the Position: Serves as the Deputy Program Manager for Force Modernization within the United States Army Special Operations Command (USASOC) Force Modernization Center (FMC) in Fort Liberty, NC.
Duties
Serves as the full deputy to the Director, sharing fully in the supervision and direction of the USASOC FMC through multiple subordinate division chiefs.
Establishes day-to-day FMC objectives, priorities, and efforts. Directs the development and execution of modernization efforts for Army Special Operations.
Serves as the senior program manager on force development, capability development, combat development, concept development, future warfare for USASOC.
Oversees the coordination and synchronization of doctrine, organization, training, materiel, leader development and education, personnel, facilities, and policy efforts leading to the development and fielding of capabilities.
As the senior civilian Program Manager, the deputy develops detailed plans, tasks, milestone dates and schedules to ensure proper sequencing of events and tracking of processes and costs throughout the life cycle of force modernization efforts.
Provides leadership and direction on force modernization programs impacting the USASOC enterprise.
Integrates the short- and long-range work plans of the divisions.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance with Sensitive Compartmented Information SCI access for the duration of employment.
- This is a drug testing designated position. In accordance with AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, the incumbent must successfully pass a urinalysis screening prior to the appointment and periodically thereafter.
- ** Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08).
- TDY travel up to 10% may be required.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Specialized experience: One-year of specialized experience which includes experience: 1) Developing force modernization programs for a Special Operations military command by evaluating future force requirements. 2) Reviewing force modernization programs and projects for cost effectiveness, timeliness, and implementation. 3) Overseeing force modernization initiatives to include concept development, experimentation and wargaming. 4) Integrating short- and long-range work plans for a Special Operations military command. 5) Advising high ranking military officials on force modernization efforts. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-14).
