The primary purpose of this position is to serve as a warranted contracting officer. To provide business advice and to perform all preaward and postaward functions for a wide variety of highly specialized procurements of significant importance to United States Cyber Command using a wide range of contracting methods and types.
Duties
-As part of an Integrated Acquisition Team, plans the overall approach to meet contracting program objectives for a wide range of programs or systems, which may involve emerging rapid acquisition processes, span multiple years or involve successive program stages. Reviews complex requirements packages for adequacy and compliance with administrative, regulatory, and procedural requirements.
-Procures complex and/or diversified services and/or commodities. Evaluates and executes an acquisition schedule so as to not delay award of any assigned contract, often developing/utilizing rapid acquisition processes.
-Executes post-award contract performance management actions on assigned contracts. Performs contract administration.
-Serves as business advisor to a wide range of customers, makes substantive contributions to special projects/initiatives and performs special assignments. Represents the interest of the organization in a professional manner in meetings and various contacts outside the agency on a variety of issues that often are not well defined.

- The employee must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counter intelligence scope polygraph exam.

Qualifications
This is a GG-13 position in the Cyber Excepted Service (CES). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions
Basic Requirements for GS-13 and Above
Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.
Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Comprehensive professional knowledge of the wide range of principles, laws, regulations, policies, and practices of a very broad range of contracting methods and contract types. Demonstrated skill in applying this knowledge to difficult and complex work assignments, including independently performing procedures applicable to preaward and postaward actions for long term and/or high value contracts, planning and conducting contract price/cost analysis, formulating guidelines for the implementation of contractual actions, closing out contracts at their completion or for cause, providing policy interpretation, and performing other highly specialized or complex functions where little or no contractual precedent exists to serve as guidance in developing procurement strategies or pricing structure. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1.Professional knowledge of a full range of Federal and DoD contracting laws, executive orders, regulations,principles, policies, procedures, methods, techniques, and contract types applicable to preaward and postaward actions for a variety of complex and/or diversified services and commodities.
2.Knowledge of the business environment (e.g. economic trends, awareness of commercial/industry businesspractices, standards, mergers, and acquisitions) applicable to program and technical requirements in order torecognize potential programmatic/contractual impacts, and knowledge of the methods and techniques of fact-finding/market research.
3.Knowledge of the principles, methods, and tools used to assist in risk identification, assessment, and mitigation including assessing the probability and consequences of potential problems and their solutions.
4.Knowledge of formal source selection methods, policies, and procedures; contracting negotiation,administration, and termination principles, policies, procedures, and technical requirements; and knowledge o fprice and cost analysis sufficient to review proposals against previous history, actual and estimated expenditures, and established and approved rates to determine price reasonableness or to determine a negotiation position.
5.Ability to identify problems, determine accuracy and relevance of information; use sound judgment to generate and evaluate alternatives, and make recommendations; makes sound, well-informed, and objective decisions applying precedents found in government contracting case law to specific contracting situations to insure that legally binding contracting officer decisions are consistent, justifiable and will be upheld at appellate courts or boards; perceives the impact and implications of decisions; commits to action, even in uncertain situations, to accomplish organizational goals.
6.Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy; and ability to establish effective working relationships with others.
CONDITIONS OF EMPLOYMENT CONT'D:
-This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Therefore, incumbent is required to: (a) refrain from the use of illegal drugs, and (b) if requested, submit to urinalysis testing. Incumbent may be selected for random drug testing and may be subject to reasonable suspicion testing and safety mishap or accident testing.
-Per Office of Personnel Management qualification standards for the GS-1102 series, candidates for this position must possess a bachelor's degree conferred or approved by an accredited U.S. college or university based on a 4-year course of study AND must have completed at least 24 semester hours of coursework in certain business-related fields. The 24 hours may be included in, or in addition to, coursework taken to complete the degree program.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
