This vacancy is for an Emergency Management Specialist in the Office of Intelligence and Security within the Department of Commerce. The selected candidate will work in a 24/7 Operations Center as an Emergency Management Specialist, primarily focused on management of leadership support functions, continuity operations, and tracking the operational status and impacts to Department personnel and essential functions.

Duties

As an Emergency Management Specialist, you will perform the following duties: Plan, implement, and evaluate activities and initiatives supporting continuity, occupant emergency, and contingency planning to support the Department and interagency partners. Manage emergency management programs and activities during a response, including Emergency Operations Center activation and operations. Monitor impacts to Department personnel, facilities, and mission critical functions/operations. Provide indications and warning notifications, situational awareness reporting, and other support to key Department staff and senior leadership as part of a 24/7 communications hub. Support the monitoring of classified intelligence and threat traffic. Conduct extensive analysis of Department emergency management programs, offering solution alternatives to senior level officials. Draft information summaries by compiling all-source and relevant operational and incident reporting. Conduct all-source research in support of executive briefings, assessments, watch logs, follow-ups, leader-briefs, incident/encounter management, and daily operations. Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. This handbook is available on the Office of Personnel Management's website located at: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/ Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. This position is being filled under the DOC Alternative Personnel System (CAPS). The system replaced the Federal GS pay plan structure. Under CAPS, positions are classified by career, pay plan, and pay band. Non supervisory positions cap out at interval 3 of the band. The ZA-IV is equivalent to the GS-13/14 grade levels. SPECIALIZED EXPERIENCE: To qualify at the ZP-IV, you must possess one full year (52 weeks) of specialized experience equivalent to the next lower-level ZP-III or GS-12 in the Federal service. Specialized experience is defined as: Planning, implementing, and evaluating policies, procedures, and standards related to continuity and emergency management programs. Compiling all-source information and operational/incident reporting to produce written materials such as information summaries, executive briefings, assessments, and/or leader-briefs; and Monitoring operational status and impacts to personnel, facilities, and operations.
