About the Position: Program Executive Office Simulation, Training and Instrumentation's (PEO STRI) diverse and highly qualified workforce of more than 1,000 military, civilian and contracted personnel work closely with its industry, academia, other military services.
Duties
Serves as the workforce provider of engineering, budget and finance, and logistics acquisition personnel to the PEO.
Develops strategic plans to identify future work-force technical and acquisition skills and facilitates training to fill skill gaps.
Serves as the Acquisition Career Management Advocate (ACMA) for PEO STRI by facilitating acquisition certifications, training and conveying acquisition best practices to the PEO workforce.
Leads a team to support the acquisition management processes across all PEO STRI subordinate organizations.
Supports the review of acquisition programs for cost, schedule, performance and risk parameters.
Oversees the preparation of required documentation for HQDA, Office of the Secretary of Defense (OSD), Office of Management and Budget (OMB) and Congress to support and defend PEO positions on acquisition matters and specific PEO program matters.
Oversees the efficient and economical use of available resources, establishes policies and priorities and conducts both short- and long-range planning for, the facilities, equipment, manpower, and funding resources.
Develops enterprise strategies for tracking execution of a comprehensive, time-phased budgeting plan.
Evaluates subordinate supervisors and serves as the reviewing official on evaluations of nonsupervisory employees rated by subordinate supervisors.
Supports an understanding of the Command's Affirmative Action/EEO Program; ensuring EEO principles are reflected in all aspects of personnel management.
Plans work to be accomplished by subordinates, setting priorities and scheduling completion, assigns work to subordinates based on priorities, evaluates work, counsel and/or instruction to subordinates on both work and administrative matters.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This is a Critical Acquisition Position (CAP). The Army Acquisition Executive (AAE) has identified this position to be an Army Acquisition Corps (AAC) critical position.
- This position requires a 3-year tenure agreement. Must sign DD Form 2888 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written tenure agreement.

This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for (Program Management) certification within 48 months as of entrance on duty.
- This position is Special-Sensitive -requiring a Top-Secret security clearance or Special-Sensitive-Top Secret security clearance with Sensitive Compartmented Access and personnel must pass a drug screening prior to hiring and thereafter.
- This position requires signature of DA Form 5019 (Condition of Employment For Certain Civilian Positions Identified Critical Under the Department of the Army Drug-Free Federal Workplace Program) and must pass urinalysis testing prior to placement.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- Financial Disclosure Statement OGE Form 450 is used to assist agencies and employees to avoid conflicts between duties and financial interest. This position requires pre-employment financial disclosure and annually thereafter.

Specialized Experience:
In order to qualify for this position, an applicant's resume must have at least one year of specialized experience equivalent to the NH-03 (GS-13 equivalent) grade level in the Federal service which includes: 1. Providing expert advice, guidance, and direction on engineering, logistics, or resources plans; 2. Analyzing organizational performance data to draw conclusions and provide recommendations for all programs; 3. Exercising control over resource management such as funds, contracts, priorities, and schedules; 4. Directing and controlling the work performed by the various organizations in support of acquisition projects; 5. Advising command group or program managers on all operational matters supported by the organization; 6. Developing plans and policy changes to improve production throughout the organization; 7. Preparing and presenting, orally or in writing, information and decision briefings to headquarters or other government agencies.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03 or GS-13 equivalent.

This is a DOD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-IV of broad banding encompass the traditional GS-14 through GS-15 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities.
