This position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid-Atlantic Health Care Network (VISN 6), Fayetteville, VA Medical Center; Associate Director of Operations, Fayetteville, NC. The work requires analytical ability, judgement, discretion and knowledge of substantial body of administrative or program principles, concepts, policies and objectives, i.e., Health Administration.
Duties
Major duties include but are not limited to:
Coordinates population-based studies involving data collection and analysis, utilizes statistical forecasting and related methodologies, and special projects involving facility specific or network-wide initiatives.
Responsible for completing data requirements to identify gaps in markets requiring planning initiatives (PIs), based on standardized methodology, including the use of the Health Care Planning Model (HCPM) and Strategic Capital Investing Program (SCIP) framework.
Serve as the facility planner; in this capacity, the incumbent provides full and complete support of staff functions and provides consultation to top management and service chiefs on a variety of issues.
Coordinates, implements, and oversees the implementation of national guidance and directives into healthcare system plans and initiatives.
Develops comprehensive reports, studies, business plans/requests for clinical restructuring, and presentations for the Healthcare system's senior management.
Supervisory Duties:
Provides technical and administrative supervision to the Strategic Planning and Development Section.
Establishes performance standards and evaluates the performance of subordinate staff, makes determinations on grievances, recommends training, and approves leave of subordinate staff.
The Supervisory Healthcare Planner supervises/leads the Strategic Planning and Development Section and may be tasked with supervising additional personnel as medical center personnel demands evolve.
Carries out the following authorities and responsibilities; plans work to be accomplished by subordinates; sets immediate priorities and prepares schedules for completion of work; assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees; evaluates work performance of subordinates, and gives advice, counsel, or instruction to employees on both work and administrative matters.
Interviews candidates for positions in the department; makes recommendations for appointment, promotion, or reassignment of such positions.
Performs other related duties as assigned.
Work Schedule: 8:00 a.m.-4:30 p.m., Monday-Friday

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/11/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to analytical, administrative, or clinical experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical or other service activities. Provided knowledge of the following: missions, organizations, programs, and requirements of health care delivery systems; regulations and standards of various regulatory and credentialing groups; and government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
