This position is located at the Richard L. Roudebush VA Health Care System. The Voluntary Services Officer is responsible for planning leading all philanthropic activities and programs within widely dispersed locations across the healthcare system, VA Administrations and State Veterans Homes. Incumbent is responsible for the proactive and agile utilization, to include the commitment and distribution of community resources in support of organizational goals, objectives and strategic priorities.

Duties

Major duties of this position will include, but is not limited to: Responsible for upholding the national and international occupational standards established for the profession. Conduct and analyze comprehensive needs assessments for optimal alignment of the program in support of the organization's mission and goals. Provide oversight of all of the organization's funds and in-kind development activities, conducts and analyzes routine needs assessments, manages the day-to-day operations of the philanthropic development activities, and monitors all donated monetary funds at the healthcare system level within the station's General Post Fund (GPF) Accounts. Ensure compliance with all relevant regulations and laws, maintains accountability standards to donors in conducting philanthropic development activities, as well as ensures compliance with the code of ethical principles and standards of professional conduct in accordance with VA's core values and those established for all government officials. Responsible for the full scope of fiscal management and accountability for the office, including the preparation of an annual operating budget. Prepare business case justification for anticipated expenses, including alignment with VA and VHA goals and priorities, strategy identification, benchmarking and evaluation in support of proposed budget. Assure sound fiscal operation of the CDCE/Voluntary Service office including timely, accurate and comprehensive reporting, monitoring and implementation. Establish performance measures for all aspects of the CDCE/Voluntary Service program, monitors the results, and makes program adjustments that maximize human, financial and in-kind resources to build capacity and services for the organization and its stakeholders. Responsible for project and event management of varied sizes and scope, occasionally requiring rapid execution due to a change in priorities or strategic need. Possess a considerable knowledge of project and event management principles to facilitate the effective planning, designand execution of events, including coordination and supervision of event personnel, contract development and negotiation, budget execution, transportation, venue, equipment, promotional materials, and guests/speaker invitations. Ensure compliance with insurance, legal, health and safety obligations, as required. Work Schedule: Full time, Monday through Friday, 8:00am to 4:30pm. May be required to work occasional weekend and holidays to meet the services needs. Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/10/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-12 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: comprehensively managing a program of volunteers and contributing organizations within a medical or hospital setting; planning and leading all philanthropic activities and programs within widely dispersed locations across the healthcare system, VA Administrations and State Veterans Homes; fundamental commitment and distribution of community resources in support of organizational goals, objectives and strategic priorities of a large division or service line; strategic utilization of volunteers throughout the healthcare system, across Administrations and those assigned to community-based roles; manages, conducts and analyzes comprehensive needs assessments for optimal alignment of a large program in support of the organization's mission and goals You will be rated on the following Competencies for this position: Financial ManagementManaging Human ResourcesPartneringPlanning and Evaluating Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is moderately sedentary, although considerably variable. It requires a fair amount of standing, sometimes for long periods, walking, climbing stairs, and bending. Work may require some heavy to moderate lifting, transporting of materials, equipment and supplies for special events and other programs.
