This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicare (CM), Medicare Contractor Management Group (MCMG), Division of MAC Strategy & Development (DMSD).
As a Health Insurance Specialist, GS-0107-13, you will perform a variety of highly complex assignments aimed at administering the MAC program, particularly associated with the acquisition and implementation of entities to serve as MACs.
Duties
Conducts MAC program procurement planning activities; developing strategies and tools; analyzing related activities and data; reviewing and refining standard operating procedures; managing written and oral communications, and assessing risks.
Developing and/or implementing strategies to procure MAC contracts and/or improve complex, significant MAC operations critical to successful administration of the Medicare fee for service program.
Coordinates Medicare Contractor Management Group's (MCMG) response to issues from Center for Medicare (CM) and stakeholders about various acquisition issues.
Identifies and analyzes issues, problems, and data facing the Agency's MAC procurement efforts. Formulates and evaluates possible courses of action for resolving them.
Draws conclusions based on relevant facts and recommends solutions to management.

In order to qualify for the GS-13 , you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include: 1) implementing program requirements of public health insurance programs such as Medicare, Medicaid, FEHB and Tricare; AND 2) administering Federal Acquisition Regulations (FAR)-based contracts; AND 3) utilizing data analysis software.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
