About the Position: The U.S. Army Sustainment Command, 404TH Army Field Support Brigade, Logistics Readiness Center (LRC) Picatinny is one of 77 worldwide centers supporting Army and other-than Army installations. The LRC is under the Army Materiel Command and the Army Sustainment Command who have integrated installation logistics under the AMC Materiel Enterprise. This is a Term NTE 13 Months position. This position is Obligated.

Duties

Serve as Logistics Management Specialist for the US Army Sustainment Command, 404TH Army Field Support Brigade, Logistics Readiness Center (LRC), Plans and Operations Division at Picatinny, NJ. Plans, establishes, manages, oversees, and executes maintenance operations in support of the LRC and its customers. Direct logistics management operations to ensure compliance with regulations. Serve as logistics management specialist to support customer needs in areas such as transportation, supply and services and vehicle maintenance. Evaluate logistical readiness by analyzing data such as adequacy of facilities and equipment. Performs Contract Officer Representative (COR) oversight for LRC maintenance, transportation, supply and services contract. Manage and oversee acquisition projects throughout execution. Analyzes statistical data and performs objective reviews of government and contractor performed functions to verify the adequacy, effectiveness, and compliance of operations to requirements. Serves as the principal advisor to the LRC Director for contract oversight and execution. Demonstrates knowledge of policies, procedures, and technical requirements applicable to LRC Operations.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position has been identified as being a "Key" position and has been designated under the provisions of AR 690-11, Mobilization Planning and Management.
  • A key position is defined as any Army position that cannot be vacated during a national emergency or mobilization without seriously impairing the capability of their agency to function effectively.
  • The essential nature of these positions, the Secretary of the Army, or his designee, shall designate such positions as key positions and shall require that they not be filled by Ready Reservists or military retirees with recall obligations.
  • May be required to work other than normal duty hours, which could include evenings, weekends, and/or holidays.
  • This position requires occasional travel away from the normal duty station up to 10% of the time.
  • Must successfully complete the Trusted Associate Sponsorship System (TASS) Certification within 6 months of employment and must recertify annually.
  • Must possess or obtain and maintain Contracting Officer Representative (COR) Certification within 6 months of employment.
  • This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • May be required to sign an Obligated position Statement of Understanding (SOU).

Qualifications

This position is a TERM position, the initial appointment will be NTE 13 Months. It is time-limited and may be extended up to a maximum of eight years. This position may be converted to permanent career or career-conditional appointment without further competition as long as all requirements are met. To be eligible for conversion, employee must complete at least 2 years of current continuous service under a term appointment in the competitive service AND employee must have a current performance rating under such term appointment of at least fully successful or equivalent. This position is obligated. An obligated position is one to which an employee has statutory restoration rights based on active military service, compensable injury or disability when fully recovered, or return rights based on having served an overseas tour(s). Obligated positions may also cover employees who have been on extended leave without pay under certain circumstances. When a position is obligated to an employee it means that he/she has an entitlement to that position. When an obligated position is filled either temporarily or permanently, the selected employee is required to sign an agreement acknowledging that they are aware of the obligation and accepts the fact that they may be displaced under reduction in force procedures at a later time. Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized experience One year of specialized experience which includes 1.) expertise serving as a Contract Officer Representative in Logistics Operations of the areas such as supply and services, transportation, maintenance, resource management, and quality assurance; 2.) monitoring contract performance and performing file surveillance and maintenance; and 3.) reporting performance of programs, contracts, and projects through applicable systems and levels of command. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
