You will serve as the Deputy Chief Information Officer (DCIO) at Johnson Space Center (JSC), responsible for implementing and reinforcing the information technology (IT) and data management policies and procedures established by the Agency CIO and provides IT leadership in understanding customer and stakeholder requirements at the Center. The JSC DCIO will be expected to act on behalf of the JSC CIO in his/her absence in the conduct of the business of the JSC OCIO.

Duties

Provides strategic leadership for developing and fostering partnerships and alignment with Programs, Missions, and organizations at the Center to ensure requirements for IT and information systems are met. Fosters collaborative and constructive engagement between OCIO and Center customers. Coordinates and manages Center-wide IT requirements and architecture development and ensures the cybersecurity of Center systems to protect NASA data. Strategically partners with the OCIO Agency level functional offices and Service Lines in developing strategies and services that ensure execution of the NASA mission and partners with the service lines to ensure effective service delivery. Implements, integrates, and sustains Agency-wide projects and systems and ensures the delivery of Agency services in accordance with approved Program Plans, Service Level Agreements, Memorandums of Understanding, and other controlling documents. Represents and speaks on behalf of the JSC CIO regarding IT and information planning, policy development, and implementation, and issues and ensures problem resolution in assigned areas of responsibility. Manages a broad spectrum of information systems and services to support Center programmatic, engineering, scientific, and administrative functions. Ensures effective communications and implementation of relevant policies, decisions, and positions both externally and internally and that issues relating to, or impact the Center, its mission, and its capabilities are considered and acted upon. Exercises authority in organization planning, budgeting, workforce management, support systems, resources and technologies that produces benefit to OCIO and its customers. Serves as a delegate for the JSC CIO to the Center leadership team, providing input to the Center Director, as well as leaders of center organizations regarding operations, workforce impacts, center strategies, investment/divestment opportunities. Ensures Center's investments in IT are in alignment with the Agency's Information Resources Management Strategic Plan and that the Center complies with the NASA Capital Investment Planning process in establishing the Center IT Investment Portfolio.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level building coalitions internally and with other Federal agencies and private sector organizations, foreign governments, or international organizations to achieve spaceflight operations and mission support; leading an information technology services organization in the delivery of an array of products and services to customers in an efficient way, including the development, implementation, and/or execution of cohesive IT strategic and tactical plans; and implementing relevant laws (e.g. Clinger-Cohen Act, Federal Information Security Modernization Act (FISMA), etc.), executive orders, or policies governing information technology, cybersecurity, and management. AND IF you are qualifying based on experience, you MUST also have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
