Duties
Serves as the Staff Director, for the Equal Employment Opportunity (EEO) Operations Division, responsible for the management of the EEO program for all serviced activities and agencies.
Plans, organizes, directs, staffs, carries out, reviews, and evaluates positive management orientated equal employment program, including efforts to resolve systemic problems.
Provides technical advice to the headquarters, serviced activities, and agencies senior leaders concerning the resolution of equal employment opportunity complaints.
Coordinates with the human resources officer and budget officer on positive programs involving the allocation of headquarters? resources, such as recruitment planning.
Advises managers, at all levels, on all aspects of development and implementation of their affirmative employment programs.
Conducts studies, reviews, and workforce analysis and participates in management evaluations, management audits, and similar reviews to identify systemic EEO problems, such as underrepresentation and disparate management policies and practices.
Develops recommendations involving coordinated recruitment planning, training, job design, and career management efforts to solve systemic equal employment problems throughout the serviced activities and agencies.

Qualifications
To qualify for a Supervisory Equal Employment Specialist your resume and supporting documentation must support:
Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Planning, organizing, directing, staffing, carrying out, and evaluating equal employment opportunity programs using managerial and technical knowledge and skills.
Conducting studies, organizational reviews, and workforce analysis and participating in personnel management evaluations, management audits, and similar reviews to identify systemic equal employment problems.
Developing recommendations involving coordinated recruitment planning, training, job design, and career management efforts to solve systemic equal employment problems as well as managing the agency's compliant processing system.
Providing consulting services to managers, at all levels, to assist in identifying institutional barriers to equal employment opportunity for employees and job applicants and planning and carrying out affirmative action.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
