The incumbent serves as the Administrative Officer for one of the following Nursing Service Lines at the VA Palo Alto Health Care System. These include Ambulatory Care, Surgical lnterventional Procedural Service (SIPS), and Specialty & Hospital Base Service, and Extended Care Service, and Rehabilitation Nursing Service (RNS), and Patient Administrative Support Service (PASS).
Duties
The incumbent has final decision-making authority, responsibility, and accountability on issues affecting their service. He/she collaborates with the Chief of the service as well as the nurse managers/supervisors for each of the units/sections to ensure integrated goals and priorities for the service are met. The incumbent is knowledgeable of overall VISN and Health Care System goals, missions and priorities to assure a positive impact on other programs and resources.
Major duties and responsibilities include, but not limited to:
Directs all administrative activities of the Service including budget and financial management, human resource management, strategic planning and program management and evaluation, assuring that the clinical and administrative functions are integrated in order to provide optimum utilization of resources.
Serves as a key member of the service leadership team, actively participating in the development of overall management objectives and philosophies necessary for the attainment of optimum efficiency in providing health care to our veteran population.
Coordinates and expands use of all pertinent resources available for patient care, developing and utilizing extensive community relationships/partnerships with individuals, health providers, foundations, and external support services.
Monitors expenditures and proposes reallocation of funds based on shifting program needs.
Identifies need for and recommends major equipment acquisition and replacement with consideration being given to timeliness of acquisition and cost effectiveness of new equipment as opposed to enhancement apparatus.
Develops and implements internal policies and programs on such matters as equal employment, labor-management relations, position management, and merit promotion and performance management.
Assesses space allocation and determines space requirements needed to support program operations considering relevant factors such as patient and workflow, accreditation requirements and safety concerns.
Ensures compliance with all applicable accrediting organizational standards.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday - Friday, 7:00 am - 3:30 pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/07/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. For a GS-11 position you must have served 52 weeks at the GS-09.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

GS-11 Minimum Qualifications:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Directs all administrative activities of the Service including budget and financial management, human resource management, strategic planning and program management and evaluation; assuring that the clinical and administrative functions are integrated in order to provide optimum utilization of resources. Develops and utilizes extensive community relationships/partnerships with individuals, health providers, foundations and external support services. Exercises appropriate controls to evaluate effectiveness of work output in meeting goals and objectives. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree OR three (3) full years of progressively higher level graduate education leading to such a degree in the related field of the position to be filled. The education portion must include courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Education must have been obtained in an accredited college, or university. NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a master's degree.
GS-12 Minimum Qualifications:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Must have experience working in a healthcare setting. Directs all administrative activities of the Service including budget and financial management, human resource management, strategic planning and program management and evaluation; assuring that the clinical and administrative functions are integrated in order to provide optimum utilization of resources. Coordinates and expands use of all pertinent resources available for patient care, developing and utilizing extensive community relationships/partnerships with individuals, health providers, foundations and external support services. Provides program direction and guidance to subordinate staff, effectively delegating authority and responsibility needed in order to carry out assigned tasks. Exercises appropriate controls to evaluate effectiveness of work output in meeting goals and objectives; and ensures compliance with all applicable accrediting organizational standards.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Work is primarily sedentary. Work will involve some walking, bending, and lifting of light objects, as well as a good deal of work on a computer keyboard.
