The primary purpose of this position is to serve as an Enterprise Services IT Specialist, who manages support for and of strategic C4 and Cyber capability improvement initiatives through the execution of Enterprise networks, platforms, tools and capability requirements development, solutions analysis, implementation and sustainment.

Duties

Develop and implement overall strategy, planning, and implementation of C4 & Cyber capabilities. Will execute a USSPACECOM Enterprise Services maturity strategy. Conducts research in the areas of C4 & Cyber Enterprise Services to improve the business and mission capability base of USSPACECOM, provide next-general tools and technologies. Prepares and delivers written and oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff services functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes. Actively represents the Enterprise Services at all levels within the government to include USSPACECOM and its Components.

  • Position is designated special-sensitive. A non-disclosure agreement must be signed.
  • Requires eligibility to access Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to perform the duties and responsibilities of the position.
  • Incumbent is subject to uncommon tour of duty hours to include proficiency shifts, rotating shifts, nights, weekends, and holidays on an infrequent basis.
  • Extended shift work (12 hours), and off-duty hours on-call, particularly during Command exercises, special events, and emergencies.
  • May occasionally be required to work irregular duty hours to include overtime and/or emergency overtime.
  • Work may occasionally require travel away from the normal duty station in performance of temporary duty assignment (TDY) to include travelling on military or commercial aircraft.
  • Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement.
  • Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties.
  • A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position.
  • This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program.
  • Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the USSPACECOM, national security, and public safety.
  • Therefore, incumbent is required to: (a) refrain from the use of illegal drugs and misuse of prescription medication, and (b) if requested, submit to urinalysis testing on short notice.
  • Incumbent must pass initial and may be selected for random drug testing. May be subject to reasonable suspicion testing, safety mishap, or accident testing.

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, GS-2210 (Alternate A). https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2200/information-technology-it-management-series-2210-alternative-a/ Experience: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade, GS-13 (or equivalent in other pay systems) which includes knowledge of military command structures, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events; knowledge of the various command entities involved in overall planning and execution of operations and evaluations; knowledge of planning, organizing and developing complex studies or projects, make detailed recommendations on substantive organizational programs, and must be able to negotiate effectively with others to accept and implement recommendations, especially when proposals and recommendations involve substantial resources; knowledge of designing and conducting comprehensive studies when the boundaries of the studies are difficult to determine in advance, and the limits of which are developed as the study progresses; knowledge of researching potential Enterprise Services capability solutions; knowledge of C4 and Cyber including the execution of Enterprise Services capabilities and tasks; knowledge of Enterprise Services concepts, processes, tools, foundation technologies, methodologies, Internet/Intranet publishing enterprise and best practices; knowledge of leveraging current and next-generation C4 &Cyber technologies in the dissemination C4 & Cyber capabilities; knowledge of applying analytical and evaluative methods and techniques to assess the Enterprise capability needs and to evaluate the effectiveness and efficiencies of various Enterprise Services. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the concepts, principles, policies, and practices involved in organizational development programs and initiatives. Able to communicate effectively, both orally and in writing, to use various communication media and maintain effective working relationships. Ability to recognize and analyze complex issues associated with command or organizational policy development, conduct research, summarize the results, and make appropriate recommendations. Knowledge of business and industry practices; the collection, analysis, and dissemination of information; and the establishment and maintenance of contacts with business and industry. Ability to apply a variety of methods and techniques for the assessment, validation, and improvement of the effectiveness of organizational development initiatives to increase mission effectiveness. Ability to establish goals and assess progress towards the achievement; develop concrete action plans to solve problems; to adjust work objectives to meet changing programs, and to negotiate effectively with management to implement recommendations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
