Post-Secondary Students are TERM appointments NTE 4 yrs in the competitive service. Students may be non-competitively converted to a career or career-conditional appointment upon successful completion of an academic program; complete 640 hrs of continuous employment; meet OPM qualifications for the position; and meet time-in-grade requirements.

Duties for the GS-7 and GS-9 may include, but are not limited to:

Requirements

  • Must be a U.S. Citizen.
  • Must be at least 16 years old.
  • Requires a probationary period if the requirement has not been met.
  • Candidate required to obtain the necessary security/investigation level.
  • Must be currently enrolled or accepted for enrollment pursuing a baccalaureate or graduate degree at least half-time.

Qualifications

Applicants must have 1 year of specialized experience equivalent to at least the next lower grade level in the Federal Service or meet the education requirement or have an equivalent combination of education and experience. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. To qualify for the GS-07: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-05, in the Federal Service. Specialized experience is defined as: experience and understanding of finance, accounting, or budget practices, procedures and policies sufficient to be able to perform the major duties with supervisory guidance. Knowledge of automated financial systems and the capability to use them effectively with necessary training. OR You may also qualify based on 1 full year of graduate level education or superior academic achievement. Superior Academic Achievement (SAA) is automatically qualifying for the GS-7 level. SAA is based upon one of the following three criteria:1) Class standing - you must be in the upper third of the graduating class in the college, university or major subdivision based on completed courses; or2) Grade Point Average (GPA) - you must have a cumulative GPA of 3.0 or higher (out of a possible 4.0) based on 4 years of education or based on courses completed during the final 2 years or a 3.5 GPA in the major field of study completed during the final 2 years of the curriculum; or3) Election to membership in a national scholastic honor society. OR Based on a combination of education and experience. To qualify for the GS-09: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-07, in the Federal Service. Specialized experience is defined as: experience and understanding of finance, accounting, or budget practices, procedures and policies sufficient to be able to perform the major duties with only minimal guidance. Experience with automated financial systems and the ability to use them effectively. OR You may also qualify based on successful completion of a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. OR Based on a combination of education and experience.
