This position is part of the U. S. African Development Foundation (USADF). The incumbent will assists higher graded employees performing finance and budget analysis/technician duties facilitating the conduct of more complex and detailed review and analysis functions conducted by the supervisor and higher-graded co-workers.

Duties

Assists senior specialist and supervisor in conducting finance and budget analyst functions and coordinates the preparation of the operating budget. Assists in the financial budgets and formulation of budget estimates. Assists higher-graded staff in solving the day-to-day problems encountered with budget projects. Utilizes computers and software including Corps-developed software and Microsoft Office Suite. Assists in the selection and compilation of specific data in preparation, assimilation, and submission of annual budgets. Notifies supervisor or higher graded analyst of suspected financial and budget problems and makes recommendations. Assists in execution of approved operating finance and budgets, checks and monitor the rate and number. Assists Program Division staff identify and document best practices. Develops and coordinates a variety of basic/routine reports, staff actions, correspondence and other related actions. Researches legal, financial, and regulatory material to obtain factual information and/or interpretation for use by the supervisor or other Program Division staff members. Builds charts/presentations based on analytical results from other Program Division staff members.

Eligibility Requirements: In order to be eligible for the Pathways Not-to-Exceed Internship Program, the following qualifications must be met: Be a U.S. citizen; Be at least 16 years of age; Be a student enrolled or accepted for enrollment as a degree or certificate seeking student taking at least a half-time academic, technical, or vocational course load in an accredited technical, vocational, 2 or 4 year college or university, graduate or professional school. The Certificate Program requirement includes post-secondary education, in a qualifying educational institution, equivalent to at least one academic year of full-time study that is part of an accredited college-level, technical, trade, vocational, or business school curriculum. Possess and maintain at least a 2.0 cumulative GPA or equivalent on a 4.0 scale. *If you are currently enrolled, but in your last semester/quarter of completing your degree/certificate requirements, you must show proof of continued education such as an acceptance letter or you will be disqualified. In order to be converted to a term or permanent position you will be required to complete 640 hours of employment. Only experience and education obtained by the closing date of this announcement will be considered. A combination of education and/or experience may substitute for the specialized experience requirement. GS-07: Completion of 1 full academic year of graduate level education; or Eligibility under the Superior Academic Achievement Provision and completion of a bachelor's degree. OR 1 year of specialized experience equivalent to the GS-05 level. Specialized experience is that which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to: 1) Assists in conducting finance and budget analyst functions and coordinating the preparation of the operating budget; 2) Assists in the financial budgets and formulation of budget estimates; 3) Performs a segment of the evaluative work of an administrative function; identifies issues or problems and seeks alternative solutions consistent with applicable regulations. Works independently in completing assignments; completed work is reviewed for effectiveness in meeting goals; guidelines such as regulations, evaluation criteria, and precedents have gaps in specificity.
